A RESOLUTION 1 Memorializing the Congress of the United States to enact 2 legislation increasing the Federal minimum wage. 3 WHEREAS, The Congress of the United States, in an effort to 4 provide a fair day's pay for a fair day's work, enacted 5 legislation in 1938 which established a Federal minimum wage; 6 and 7 WHEREAS, In the eight years that have passed since the last 8 increase in the Federal minimum wage, inflation, rising prices, 9 the Federal deficit and other factors have eroded the purchasing 10 power of a minimum wage earner by at least 27%; and 11 WHEREAS, The current minimum wage of less than $7,000 per 12 year is less than the Federal poverty level for a family of 13 four; and 14 WHEREAS, Because of the complex interstate economic 15 structures, most states which desire to raise state minimum wage 16 levels would be concerned that it might adversely affect the
1 economic well-being of businesses and industries within their 2 borders, regardless of justifiability; and 3 WHEREAS, It is the sincere belief that the true 4 responsibility for the enactment of such critical legislation, 5 dealing with the nation's labor force as a whole, rests with 6 Congress; therefore be it 7 RESOLVED, That the House of Representatives of the 8 Commonwealth of Pennsylvania memorialize the Congress of the 9 United States to expeditiously enact legislation increasing the 10 Federal minimum wage; and be it further 11 RESOLVED, That copies of this resolution be transmitted to 12 the presiding officers of each house of Congress and to each 13 member of Congress from Pennsylvania; and be it further 14 RESOLVED, That copies of this resolution be delivered to the 15 leadership of other state legislatures in an effort to gain 16 approval of similar resolutions in support of placing 17 responsibility for increasing minimum wage levels on the 18 Congress of the United States.
