                                     AN ACT

     1  Amending the act of October 4, 1978 (P.L.883, No.170), entitled,
     2     as reenacted and amended, "An act relating to conflicts of
     3     interest involving certain public officials serving in State
     4     or State agencies and local political subdivision positions
     5     and prohibiting certain public employees from engaging in
     6     certain conflict of interest activities requiring certain
     7     disclosures and providing penalties," regulating failure to
     8     file financial interest statements.

     9     The General Assembly of the Commonwealth of Pennsylvania
    10  hereby enacts as follows:
    11     Section 1.  Section 4 of the act of October 4, 1978 (P.L.883,
    12  No.170), referred to as the Public Official and Employee Ethics
    13  Law, reenacted and amended June 26, 1989 (P.L.26, No.9), is
    14  amended by adding a subsection to read:
    15  Section 4.  Statement of financial interests required to be
    16                 filed.

    18     (f)  Whenever there is reasonable cause to believe that a


     1  public official or public employee covered by this act has
     2  failed to meet the filing requirement specified in section 4(a),
     3  regarding the annual filing of a statement of financial
     4  interest, with the governing authority of the political
     5  subdivision by which he is employed or within which he is
     6  appointed or elected, the secretary or clerk of the political
     7  subdivision shall, within 15 days following the filing deadline,
     8  give written notice to the State Ethics Commission reporting the
     9  named individual's failure to comply. The notice provided by
    10  this subsection shall be in routine format and shall contain
    11  such information as may be required by the commission in order
    12  to fully and effectively carry out enforcement of the act.
    13     Section 2.  This act shall take effect in 60 days.
