        AS REPORTED FROM COMMITTEE ON LOCAL GOVERNMENT, HOUSE OF
           REPRESENTATIVES, AS AMENDED, MAY 30, 1990

                                     AN ACT

     1  Amending the act of May 1, 1933 (P.L.103, No.69), entitled "An
     2     act concerning townships of the second class; and amending,
     3     revising, consolidating, and changing the law relating
     4     thereto," further providing for formation of and attendance    <--
     5     at county associations of township officers.

     6     The General Assembly of the Commonwealth of Pennsylvania
     7  hereby enacts as follows:
     8     Section 1.  Section 601 of the act of May 1, 1933 (P.L.103,
     9  No.69), known as The Second Class Township Code, reenacted and
    10  amended July 10, 1947 (P.L.1481, No.567) and amended June 1,
    11  1967 (P.L.29, No.19), is amended to read:
    12     Section 601.  County Associations.--County associations of
    13  township supervisors, auditors, [assessors], managers and tax     <--
    14  collectors may be formed. Such associations, when formed, shall
    15  hold annual or semi-annual conventions at the county seats of
    16  the respective counties, or some other suitable place, for the
    17  purpose of considering and discussing questions and subjects
    18  pertaining to the best methods for the improvement of the


     1  township government, the assessment of property, the collection
     2  of taxes and the construction, improvement and maintenance of
     3  roads. Such associations of two or more adjacent counties may
     4  arrange to meet in joint session.
     5     Section 2.  Section 602 of the act, amended January 28, 1988   <--
     6  (P.L.19, No.9), is amended to read:
     7     Section 602.  Who to Attend; Compensation and Mileage.--The
     8  supervisors of townships, auditors, [assessors,] tax collectors,
     9  managers, solicitors, engineers, and the secretary of the board
    10  of township supervisors, when not a member of the board, shall
    11  attend such conventions whenever possible. Each township
    12  supervisor, auditor, [assessor,] tax collector, manager,
    13  solicitor, engineer, and secretary attending such convention
    14  shall receive a certificate, signed by the presiding officer and
    15  acting secretary of the convention, attesting his presence at
    16  the convention. Such certificate shall entitle him to collect
    17  from the township treasurer the sum of thirty-five dollars per
    18  day for each day's attendance, expenses which shall be limited
    19  to the registration fee, mileage for use of a personal vehicle
    20  or reimbursement of actual transportation expense going to and
    21  returning from such meeting plus all other actual expenses that
    22  the township board of supervisors may have agreed to pay. Every
    23  delegate attending the meeting shall submit to the township
    24  board of supervisors an itemized account of expenses incurred
    25  thereat. The township board of supervisors may authorize
    26  township employes to be compensated at their regular employe
    27  rate during their attendance at the meeting, in which case such
    28  employe shall not be entitled to the thirty-five dollars
    29  mentioned in this section. No township supervisor, auditor,
    30  [assessor,] tax collector, manager, solicitor, engineer, or

     1  secretary shall be paid for more than two days' attendance in
     2  any one year.
     3     Section 3 2.  This act shall take effect in 60 days.           <--
