HOUSE BILL

        AS REPORTED FROM COMMITTEE ON STATE GOVERNMENT, HOUSE OF
           REPRESENTATIVES, AS AMENDED, FEBRUARY 15, 1989

                                     AN ACT

     1  Authorizing and directing the Department of General Services,
     2     with the approval of the Governor and the Chancellor of the
     3     State System of Higher Education, to convey to Pocono Medical
     4     Center a certain tract of land situate in the Borough of East
     5     Stroudsburg, Monroe County, in exchange for a certain
     6     monetary consideration and a certain tract of land.

     7     The General Assembly of the Commonwealth of Pennsylvania
     8  hereby enacts as follows:
     9     Section 1.  The Department of General Services, with the
    10  approval of the Governor and the Chancellor of the State System
    11  of Higher Education, is hereby authorized and directed on behalf
    12  of the Commonwealth of Pennsylvania to grant and convey to
    13  Pocono Medical Center the following tract of land bounded and
    14  described as follows:
    15     All that certain lot, piece or parcel of land situated in the
    16  Borough of East Stroudsburg, County of Monroe, Commonwealth of
    17  Pennsylvania, bounded and described as follows:
    18     Beginning at a concrete monument on the northerly line of
    19  East Brown Street, the southeasterly corner of lands of Pocono

     1  Hospital; thence by lands of Pocono Hospital north 12 degrees 53
     2  minutes 47 seconds west 486.50 feet to a point, the
     3  northeasterly corner of said lands of Pocono Hospital; thence by
     4  lands of East Stroudsburg University, of which this parcel of
     5  land was formerly a part, south 23 degrees 39 minutes 16 seconds
     6  east 495.59 feet to a point on the northerly line of East Brown
     7  Street; thence along said northerly line of East Brown Street
     8  south 77 degrees 20 minutes 09 seconds west 92.51 feet to the
     9  place of beginning.
    10     Containing 22,502 square feet more or less.
    11     Section 2.  The conveyance authorized by section 1 shall be
    12  in exchange for $7,500 in monetary consideration and the
    13  conveyance by Pocono Medical Center to the Commonwealth of
    14  Pennsylvania of a tract of land, bounded and described as
    15  follows:
    16     All that certain messuage known as 220 Normal Street and lot,
    17  tract, piece or parcel of land, INCLUDING A WOODEN FRAME          <--
    18  RESIDENCE, situate in the Second Ward of the Borough of East
    19  Stroudsburg, County of Monroe, and Commonwealth of Pennsylvania,
    20  bounded and described as follows,
    21     Beginning at a post on the north side of Normal Street, being
    22  the eastern corner on Normal Street of and formerly of W. S.
    23  Felver; thence along the line of said land of formerly W.S.
    24  Felver in a northerly direction at a right angle to the line of
    25  Normal Street, two hundred feet to a post in the line of land
    26  late of Elizabeth LeBar; thence along the said line of land late
    27  of said Elizabeth LeBar in an easterly direction forty feet and
    28  six inches, more or less, to other lands formerly of Albert W.
    29  Knapp; thence along said other lands formerly of said Albert W.
    30  Knapp in a southerly direction and at right angles to the line

     1  of Normal Street two hundred feet and six inches, more or less,
     2  to the said northerly line of said Normal Street; thence along
     3  said line of said Normal Street in a westerly direction forty
     4  feet to the place of beginning.
     5     Section 3.  The conveyance authorized by section 1 shall be
     6  made under and subject to all easements, servitudes and rights
     7  of others, including, but not confined to, streets, roadways and
     8  rights of telephone, telegraph, water, electric, sewer, gas or
     9  pipeline companies, as well as under and subject to any
    10  interest, estates or tenancies vested in third persons, whether
    11  or not appearing of record, for any portion of the land or
    12  improvements erected thereon.
    13     Section 4.  The deed of conveyance shall be approved as
    14  required by law and shall be executed by the Secretary of
    15  General Services in the name of the Commonwealth of
    16  Pennsylvania.
    17     Section 5.  The parties to the transaction shall bear their
    18  respective costs.
    19     Section 6.  This act shall take effect immediately.
