                                     AN ACT

     1  Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
     2     act relating to the public school system, including certain
     3     provisions applicable as well to private and parochial
     4     schools; amending, revising, consolidating and changing the
     5     laws relating thereto," revising the payment formula for
     6     technical and vocational training.

     7     The General Assembly of the Commonwealth of Pennsylvania
     8  hereby enacts as follows:
     9     Section 1.  Section 2504.3 of the act of March 10, 1949
    10  (P.L.30, No.14), known as the Public School Code of 1949, added
    11  August 14, 1963 (P.L.1065, No.463), is amended to read:
    12     Section 2504.3.  Payments on Account of Students Enrolled in
    13  Technical Institutes.--The Commonwealth shall pay every school
    14  district having out-of-school youth or adults enrolled in a
    15  technical institute for each pupil in average daily membership
    16  one-third of the total current expenses per pupil as provided in


     1  the approved budget, or the per pupil cost for current expenses,
     2  whichever is less. The remainder of the cost of total current
     3  expenses may be borne by the [district of residence or by the
     4  district of residence and the pupil, but in no event shall the
     5  pupil bear more than one-third of the total current expenses per
     6  pupil] pupil and/or other sources of revenue.
     7     Section 2.  Section 2507 of the act, amended July 10, 1986
     8  (P.L.1270, No.117), is amended to read:
     9     Section 2507.  Payments on Account of Approved Vocational
    10  Extension Classes and Pre-employment Training.--Every school
    11  district and every vocational school district and area
    12  vocational-technical school, regardless of classification, shall
    13  be paid by the Commonwealth for every school year, on account of
    14  approved vocational extension classes and pre-employment
    15  training, eighty per cent (80%) of the sum which was expended
    16  the previous year by the district or area vocational-technical
    17  school for the compensation of vocational extension and pre-
    18  employment training teachers and supervisors. For the purpose of
    19  computing reimbursement, the maximum compensation shall be [four
    20  dollars ($4.00)] seventeen dollars ($17.00) per hour and the
    21  amount expended for supervisory salaries shall not exceed twenty
    22  per cent (20%) of the sum expended for teachers' salaries:
    23  Provided, That in special cases when travel time or unusual
    24  preparation of instructional materials or other factors result
    25  in an inadequate compensation, the Department of Education may
    26  approve additional reimbursable employment time for such
    27  additional services upon the submission of adequate
    28  substantiative evidence from the responsible superintendent of
    29  schools. For the 1985-1986 school year and each school year
    30  thereafter, the Commonwealth shall pay the amount required by

     1  this section to the school district or area vocational-technical
     2  school which provided the approved vocational extension classes
     3  and pre-employment training for which reimbursement is made.
     4     Section 3.  This act shall take effect in 60 days.
