A RESOLUTION 1 Urging the adoption of H.R. 4941 by Congress in order to improve 2 the Trade Readjustment Program and Regulations adopted by the 3 United States Department of Labor. 4 WHEREAS, Many workers in Pennsylvania have spent the most 5 productive years of their lives doing hard, back-breaking work, 6 only to lose their employment due to foreign competition; and 7 WHEREAS, Job displacement is not just a regional problem but 8 is also a national issue; and 9 WHEREAS, The United States Department of Labor has adopted 10 regulations which have as their mandate the philosophy that 11 displaced workers can be helped through retraining; and 12 WHEREAS, H.R. 4941 would improve the Trade Readjustment 13 Program in the United States Department of Labor by overturning 14 the regulation which interprets eligibility for the program 15 based on an employee's "first separation" from employment, and 16 the regulation which requires a 210-day filing deadline for a 17 training application; and 18 WHEREAS, H.R. 4941 would be a great step toward improving the
1 worker's eligibility for benefits and training; therefore be it 2 RESOLVED, That the House of Representatives of the 3 Commonwealth of Pennsylvania urge the adoption of H.R. 4941 by 4 Congress in order to improve the Trade Readjustment Program and 5 Regulations adopted by the United States Department of Labor; 6 and be it further 7 RESOLVED, That copies of this resolution be transmitted to 8 the presiding officers of each house of Congress and to each 9 member of Congress from Pennsylvania and to the Office of the 10 President of the United States.
