AN ACT 1 Amending the act of April 9, 1929 (P.L.177, No.175), entitled 2 "An act providing for and reorganizing the conduct of the 3 executive and administrative work of the Commonwealth by the 4 Executive Department thereof and the administrative 5 departments, boards, commissions, and officers thereof, 6 including the boards of trustees of State Normal Schools, or 7 Teachers Colleges; abolishing, creating, reorganizing or 8 authorizing the reorganization of certain administrative 9 departments, boards, and commissions; defining the powers and 10 duties of the Governor and other executive and administrative 11 officers, and of the several administrative departments, 12 boards, commissions, and officers; fixing the salaries of the 13 Governor, Lieutenant Governor, and certain other executive 14 and administrative officers; providing for the appointment of 15 certain administrative officers, and of all deputies and 16 other assistants and employes in certain departments, boards, 17 and commissions; and prescribing the manner in which the 18 number and compensation of the deputies and all other 19 assistants and employes of certain departments, boards and 20 commissions shall be determined," further providing for 21 special powers relating to State-owned vehicles. 22 The General Assembly of the Commonwealth of Pennsylvania 23 hereby enacts as follows: 24 Section 1. Section 2407.1 of the act of April 9, 1929 25 (P.L.177, No.175), known as The Administrative Code of 1929, 26 added December 14, 1982 (P.L.1213, No.280), is amended to read:
1 Section 2407.1. Special Power Relating to State Vehicles.-- 2 (a) The Department of General Services, in cooperation with the 3 Pennsylvania Energy Office, shall, on an ongoing basis, monitor 4 the research and development efforts to produce synthetic motor 5 vehicle fuel derived in whole or in part from coal and shall 6 determine the feasibility of converting State-owned vehicles to 7 operate on such synthetic fuel. 8 (b) In making [its] the determination of the feasibility of 9 using a synthetic motor vehicle fuel derived in whole or in part 10 from coal, the department [is] and the Pennsylvania Energy 11 Office are authorized to utilize such synthetic fuel in a 12 limited number of State-owned vehicles on an experimental basis 13 and to make necessary mechanical changes in those vehicles to 14 facilitate the experimentation. 15 (c) If, as a result of the monitoring and experimentation 16 conducted in accordance with subsections (a) and (b), the 17 department [determines] and the Pennsylvania Energy Office 18 determine that there is a sufficient, assured supply of such 19 synthetic fuel which can be used in one or more State-owned 20 vehicles at a reasonable cost and without creating any 21 significant threat to the environment, the department and the 22 Pennsylvania Energy Office shall submit to the General Assembly 23 a plan for such conversion. Such plan shall be accompanied by a 24 summary report setting forth the basis for the [department's] 25 determination that such conversion is feasible. 26 Section 2.
