A JOINT RESOLUTION 1 Proposing an amendment to the Constitution of the Commonwealth 2 of Pennsylvania, reducing the number of Senators and members 3 of the House of Representatives. 4 The General Assembly of the Commonwealth of Pennsylvania 5 hereby resolves as follows: 6 Section 1. The following amendment to the Constitution of 7 Pennsylvania is proposed in accordance with Article XI: 8 That section 16 of Article II of the Constitution be amended 9 to read: 10 § 16. Legislative districts. 11 The Commonwealth shall be divided into [50] 45 senatorial and 12 [203] 183 representative districts effective after the 1990 13 census and 40 senatorial and 163 representative districts 14 effective after the 2000 census, which shall be composed of 15 compact and contiguous territory as nearly equal in population 16 as practicable. Each senatorial district shall elect one
1 Senator, and each representative district one Representative. 2 Unless absolutely necessary no county, city, incorporated town, 3 borough, township or ward shall be divided in forming either a 4 senatorial or representative district. 5 Section 2. The Commonwealth shall be reapportioned not later 6 than January 1, 1992, for the terms of office beginning December 7 1, 1992, based upon the tabulations of the 1990 Federal 8 decennial census and not later than January 1, 2002, for the 9 terms of office beginning December 1, 2002, based upon the 10 tabulations of the 2000 Federal decennial census.
