AN ACT 1 Amending the act of June 5, 1947 (P.L.458, No.208), entitled, as 2 amended, "An act creating as bodies corporate and politic 3 'Parking Authorities' in cities of the first, second, second 4 A and third classes, boroughs, and townships of the first 5 class; prescribing the rights, powers and duties of such 6 authorities; authorizing such authorities to acquire, 7 construct, improve, maintain and operate parking projects, to 8 conduct research of the parking problem, to supervise, 9 operate and administer an efficient coordinated system of on- 10 street parking regulation where so authorized by municipal 11 ordinance or resolution, to establish a permanent 12 coordinated system of off-street parking facilities, and to 13 borrow money and issue bonds for such facilities therefor; 14 providing for the payment of such bonds and prescribing the 15 rights of the holders thereof; conferring the right of 16 eminent domain on such authorities; empowering such 17 authorities to enter into contracts with, and to accept 18 grants from, the Federal Government, State, political 19 subdivisions of the State or any agency thereof; exempting 20 the property and securities of such parking authorities from 21 taxation and conferring exclusive jurisdiction on certain 22 courts over rates for their facilities," further providing 23 for the power of an authority regarding pensions. 24 The General Assembly of the Commonwealth of Pennsylvania 25 hereby enacts as follows: 26 Section 1. Section 5(b)(16) of the act of June 5, 1947 27 (P.L.458, No.208), known as the Parking Authority Law, is 28 amended to read:

Purposes and Powers; General.-- 2 * * * 3 (b) Every Authority is hereby granted and shall have and may 4 exercise all powers necessary or convenient for the carrying out 5 of the aforesaid purposes including, but without limiting the 6 generality of the foregoing, the following rights or powers: 7 * * * 8 (16) To enter into contracts of group insurance for the 9 benefit of its employes, and to set up a retirement or pension 10 fund for such employes, similar to that existing in the 11 municipality where the principal office of the project is 12 located[.] and conforming with the applicable requirements of 13 the act of December 18, 1984 (P.L.1005, No.205), known as the 14 "Municipal Pension Plan Funding Standard and Recovery Act." 15 * * * 16 Section 2.
