HOUSE RESOLUTION

                                  A RESOLUTION

     1  Memorializing the Governor to appoint and convene a special task
     2     force to study the juvenile justice system.

     3     WHEREAS, Numerous individual legislative proposals dealing
     4  with the juvenile justice system of the Commonwealth have been
     5  introduced in recent sessions of the General Assembly; and
     6     WHEREAS, Any legislation to change the system is so important
     7  as to require comprehensive study and a coordination of efforts;
     8  and
     9     WHEREAS, The juvenile justice system of the Commonwealth must
    10  be strengthened and provided with the necessary tools to meet
    11  the challenges of dealing with juveniles within the juvenile
    12  justice system rather than looking to the adult criminal justice
    13  system; therefore be it
    14     RESOLVED, That the House of Representatives memorialize the
    15  Governor to appoint and convene a special Task Force on Juvenile
    16  Justice to examine and evaluate the juvenile justice system of


     1  the Commonwealth, the juvenile justice systems of other states
     2  and model juvenile justice legislation by the American
     3  Legislative Exchange Council; and be it further
     4     RESOLVED, That the task force be composed of nine members--
     5  four legislative members, one each appointed by the Majority and
     6  Minority Leaders of the Senate and the House of Representatives,
     7  the Attorney General or a designee, the Secretary of Public
     8  Welfare or a designee, the Chairman of the Juvenile Court Judges
     9  Commission or a designee; and two private citizens appointed by
    10  the Governor; and be it further
    11     RESOLVED, That the task force appoint an Advisory Committee,
    12  which may include, but not be limited to, a representative of
    13  the Pennsylvania Commission on Sentencing, a representative of
    14  the Pennsylvania Commission on Crime and Delinquency, a
    15  representative of the Joint State Government Commission, a
    16  representative of the County Commissioners Association, a
    17  representative of the District Attorneys Association, a
    18  representative of the Public Defenders Association, a
    19  representative of a crime victims services or advocacy group, a
    20  law enforcement officer, a juvenile probation officer, a defense
    21  attorney who represents delinquent juveniles, an individual from
    22  the academic community with background in children's issues, a
    23  program administrator, a college student and a high school
    24  student; and be it further
    25     RESOLVED, That the task force consider, among  other things,
    26  presumptive sentencing, underage drinking, funding for public
    27  and private institutional and community programs, violent
    28  chronic offenders, truants and runaways, and serious offenders
    29  with mental health problems as these things relate to the
    30  juvenile justice system of the Commonwealth; and be it further

     1     RESOLVED, That the Task Force conduct public hearings and
     2  make legislative recommendations to the General Assembly for
     3  appropriate action by October 15, 1987; and be it further
     4     RESOLVED, That a copy of this resolution be transmitted to
     5  the Governor.
