A RESOLUTION 1 Directing the Health and Welfare Committee to investigate 2 allegations of problems in personal care homes. 3 WHEREAS, The Pittsburgh Press has published a series entitled 4 "New Asylums; Personal Care Homes" that has identified numerous 5 problems and deficiencies in the licensing and regulation of 6 personal care homes; and 7 WHEREAS, The violation of statutes and regulations or the 8 inadequacy of current statutes or regulations constitutes an 9 unnecessary risk to the health and welfare of the residents of 10 personal care homes; and 11 WHEREAS, Based upon its findings, The Pittsburgh Press has 12 identified a considerable number of problems or concerns about 13 the qualifications of operators and the standards of operating 14 personal care homes; and 15 WHEREAS, Personal care homes have the potential of providing 16 a reasonable cost alternative for long-term nonskilled care of 17 the dependent elderly, the mentally ill and the physically
1 handicapped; therefore be it 2 RESOLVED, That the House of Representatives instruct and 3 direct the Committee on Health and Welfare to investigate the 4 allegations contained in The Pittsburgh Press report, and to 5 report its findings and recommendations for legislative and 6 administrative remedies to the House of Representatives on or 7 before April 15, 1986.
