HOUSE RESOLUTION

        REFERRED TO COMMITTEE ON RULES, JUNE 28, 1985

                                  A RESOLUTION

     1  Directing the Joint State Government Commission to investigate
     2     building codes.

     3     WHEREAS, The Commonwealth of Pennsylvania does not have a
     4  statute that provides for and establishes a State building code
     5  that would uniformly regulate the construction of buildings in
     6  all municipalities; and
     7     WHEREAS, There are many municipalities in this Commonwealth
     8  which presently have no ordinances or building codes regulating
     9  the construction of buildings in order to protect the health,
    10  welfare and safety of the occupants; and
    11     WHEREAS, Rising construction costs may, in some cases, be
    12  attributed to the wide variance in the requirements of the
    13  municipal building codes which are in existence; therefore be it
    14     RESOLVED, That the House of Representatives direct the Joint
    15  State Government Commission to conduct an in-depth study of
    16  building code practices, or the lack thereof, in Pennsylvania,
    17  which studies shall include, in addition to any original


     1  research, a review of the findings and recommendations of
     2  already completed studies on the subject, and a review of prior
     3  legislation on the subject considered by the General Assembly;
     4  and be it further
     5     RESOLVED, That the Joint State Government Commission report
     6  its findings, which shall detail all factors studied and
     7  reviewed that might be relevant to this issue, and its
     8  recommendations, together with any appropriate legislation that
     9  it deems necessary, to the House of Representatives as soon as
    10  possible.
