                                     AN ACT

     1  Amending the act of October 11, 1984 (P.L.906, No.179), entitled
     2     "An act providing for the administration and allocation of
     3     certain Federal Block Grants," reducing the minimum grants
     4     for eligible entitlement entities.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  Section 5 of the act of October 11, 1984
     8  (P.L.906, No.179), known as the Community Development Block
     9  Grant Entitlement Program for Nonurban Counties and Certain
    10  Other Municipalities, is amended to read:
    11  Section 5.  Minimum grants for 1985, 1986 and thereafter.
    12     (a)  Amounts for 1985.--Each eligible entitlement entity
    13  shall receive a minimum annual grant of $200,000 if a county;
    14  $300,000 if a city; and $50,000 if a borough, incorporated town
    15  or township.
    16     (a.1)  Amounts for 1986 and thereafter.--Each eligible
    17  entitlement entity shall receive a minimum annual grant of
    18  $100,000 if a county; $150,000 if a city; and $25,000 if a


     1  borough, incorporated town or township.
     2     (b)  Division of insufficient funds.--In any year in which
     3  the amount of Federal funds which are available to the
     4  Commonwealth pursuant to the Housing and Community Development
     5  Act are insufficient to provide in full all of the minimum
     6  grants provided for by subsection (a) for 1985 and by subsection
     7  (a.1) for 1986 and thereafter, each eligible entitlement entity
     8  shall receive an annual grant which shall be equal to the sum
     9  which is obtained by multiplying the minimum grant it is
    10  authorized pursuant to subsection (a) for 1985 and by subsection
    11  (a.1) for 1986 and thereafter times a fraction, the numerator of
    12  which shall be the amount of Federal money available to the
    13  class of which it is a part and the denominator of which shall
    14  be the total amount of funds which would be necessary to provide
    15  each eligible entitlement entity of the class of which it is a
    16  part with a grant in an amount in accordance with subsection (a)
    17  for 1985 and by subsection (a.1) for 1986 and thereafter.
    18     Section 2.  This act shall take effect immediately.
