                                     AN ACT

     1  Amending the act of May 1, 1933 (P.L.103, No.69), entitled "An
     2     act concerning townships of the second class; and amending,
     3     revising, consolidating, and changing the law relating
     4     thereto," providing for reimbursement of registration fees
     5     for county association conventions; and further providing for
     6     the compensation of the secretary of the county association.

     7     The General Assembly of the Commonwealth of Pennsylvania
     8  hereby enacts as follows:
     9     Section 1.  Section 602 of the act of May 1, 1933 (P.L.103,
    10  No.69), known as The Second Class Township Code, reenacted and
    11  amended July 10, 1947 (P.L.1481, No.567) and amended November
    12  26, 1978 (P.L.1243, No.295), is amended to read:
    13     Section 602.  Who to Attend; Compensation and Mileage.--The
    14  supervisors of townships, auditors, assessors, tax collectors,
    15  managers, solicitors, engineers, and the secretary of the board
    16  of township supervisors, when not a member of the board, shall
    17  attend such conventions whenever possible. Each township
    18  supervisor, auditor, assessor, tax collector, manager,
    19  solicitor, engineer, and secretary attending such convention


     1  shall receive a certificate, signed by the presiding officer and
     2  acting secretary of the convention, attesting his presence at
     3  the convention. Such certificate shall entitle him to collect
     4  from the township treasurer the sum of thirty five dollars per
     5  day for each day's attendance, and mileage [at the rate of
     6  twelve cents per mile] traveled, to be computed by the route
     7  usually traveled from his place of residence to the place where
     8  the convention is held. In addition, each county association
     9  delegate shall be entitled to receive reimbursement for
    10  registration fees for such conventions in an amount not to
    11  exceed ten dollars. No township supervisor, auditor, assessor,
    12  tax collector, manager, solicitor, engineer, or secretary shall
    13  be paid for more than two days' attendance in any one year.
    14     Section 2.  Section 603 of the act, amended November 25, 1970
    15  (P.L.734, No.237), is amended to read:
    16     Section 603.  Officers of County Association.--The officers
    17  of the association shall consist of a president, two vice-
    18  presidents, a secretary, and a treasurer, none of whom shall be
    19  interested directly or indirectly in the promotion or sale of
    20  road material and equipment, and all of whom, except the
    21  secretary, shall be members of the association, and shall hold
    22  office for one year or until their successors are chosen. If
    23  desirable, the secretary may be a person not a regular member of
    24  the association, and may be paid for his service such
    25  compensation, not exceeding [fifty dollars] one hundred fifty
    26  dollars per annum, as the other officers may determine. Every
    27  township supervisor, assessor, tax collector, and auditor
    28  attending such convention may vote in the election of officers.
    29     Section 3.  This act shall take effect immediately.
