        AS AMENDED ON THIRD CONSIDERATION, HOUSE OF REPRESENTATIVES,
           OCTOBER 29, 1985

                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, further providing for ANTIQUE AND CLASSIC MOTOR      <--
     3     VEHICLES AND FOR visual signals.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Section 4572 of Title 75 of the Pennsylvania       <--
     7  Consolidated Statutes is amended to read:
     8     SECTION 1.  THE DEFINITION OF "CLASSIC MOTOR VEHICLE" IN       <--
     9  SECTION 102 OF TITLE 75 OF THE PENNSYLVANIA CONSOLIDATED
    10  STATUTES IS AMENDED TO READ:
    11  § 102.  DEFINITIONS.
    12     SUBJECT TO ADDITIONAL DEFINITIONS CONTAINED IN SUBSEQUENT
    13  PROVISIONS OF THIS TITLE WHICH ARE APPLICABLE TO SPECIFIC
    14  PROVISIONS OF THIS TITLE, THE FOLLOWING WORDS AND PHRASES WHEN
    15  USED IN THIS TITLE SHALL HAVE, UNLESS THE CONTEXT CLEARLY
    16  INDICATES OTHERWISE, THE MEANINGS GIVEN TO THEM IN THIS SECTION:

     2     "CLASSIC MOTOR VEHICLE."  A SELF-PROPELLED VEHICLE, BUT NOT A
     3  REPRODUCTION THEREOF, MANUFACTURED MORE THAN TEN YEARS PRIOR TO
     4  THE CURRENT YEAR AND[, BECAUSE OF DISCONTINUED PRODUCTION AND
     5  LIMITED AVAILABILITY,] DETERMINED BY THE DEPARTMENT TO BE A
     6  MODEL OR MAKE OF SIGNIFICANT VALUE TO COLLECTORS OR EXHIBITORS
     7  AND WHICH HAS BEEN MAINTAINED IN OR RESTORED TO A CONDITION
     8  WHICH IS SUBSTANTIALLY IN CONFORMITY WITH MANUFACTURER
     9  SPECIFICATIONS AND APPEARANCE.

    11     SECTION 2.  SECTION 4572 OF TITLE 75 IS AMENDED TO READ:
    12  § 4572.  Visual signals on authorized vehicles.
    13     (a)  Flashing or revolving blue lights.--Ambulance personnel,
    14  volunteer firefighters [and], owners and handlers of dogs used
    15  in tracking humans and physicians may each equip one motor
    16  vehicle with no more than two flashing or revolving blue lights.
    17         (1)  In order to be eligible to display lights on their
    18     vehicles under this subsection, the names of the ambulance
    19     personnel and volunteer firefighters shall be submitted to
    20     the nearest station of the Pennsylvania State Police on a
    21     list signed by the chief of the ambulance or fire department
    22     or company [and], each dog owner and handler and physician
    23     shall register at the nearest Pennsylvania State Police
    24     station.
    25         (2)  The manner in which the lights are displayed and
    26     their intensity shall be determined by regulation of the
    27     department.
    28         (3)  The lights shall be operable by the driver from
    29     inside the vehicle.
    30         (4)  The lights may be used only while en route to or at

     1     the scene of a fire or emergency call.
     2         (5)  The lights shall be removed from the vehicle within
     3     ten days of receipt of notice from the chief of the ambulance
     4     or fire department or company to remove the lights upon
     5     termination of the person's status as an active volunteer
     6     firefighter or ambulance person [or] upon termination of the
     7     person's active status as a dog owner or handler or
     8     physician, [or] when the vehicle is no longer used in
     9     connection with the person's duties as a volunteer
    10     firefighter [or], ambulance person or dog owner or handler or
    11     when a physician retires from active practice or no longer
    12     uses the vehicle in connection with the practice of his
    13     profession.
    14         (6)  This subsection does not relieve the driver from the
    15     duty to drive with due regard for the safety of all persons
    16     nor exempt the driver from complying with all provisions of
    17     this title.
    18     (b)  Flashing or revolving yellow lights.--Vehicles
    19  authorized pursuant to the provisions of section 6107 (relating
    20  to designation of authorized vehicles by department) may be
    21  equipped with no more than two flashing or revolving yellow
    22  lights. The manner in which the light shall be displayed and the
    23  intensity shall be determined by regulation of the department.
    24     (c)  Vehicles prohibited from using lights.--No vehicle other
    25  than a duly authorized vehicle may be equipped with lights
    26  identical or similar to those specified in subsections (a) and
    27  (b).
    28     Section 2 3.  This act shall take effect in 60 days.           <--
