                                     AN ACT

     1  Amending Title 42 (Judiciary and Judicial Procedure) of the
     2     Pennsylvania Consolidated Statutes, further providing for
     3     reimbursements to counties for costs incurred in the
     4     administration and operation of all courts.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  Section 3523 of Title 42 of the Pennsylvania
     8  Consolidated Statutes is amended by adding a subsection to read:
     9  § 3523.  Adoption of final budget request.

    11     (c)  Reimbursement.--For the fiscal year July 1, 1985, to
    12  June 30, 1986, 40% of the final budget and request by counties
    13  for the administration and operation of all courts shall be
    14  included in the budget which shall be submitted to the General
    15  Assembly. For the fiscal year July 1, 1986, to June 30, 1987,
    16  60% shall be included. For the fiscal year July 1, 1987, to June
    17  30, 1988, 80% shall be included. For the fiscal year July 1,
    18  1988, to June 30, 1989, and thereafter, 100% shall be included.


     1  For the purpose of determining the actual direct costs incurred
     2  by the counties in the administration and operation of all
     3  courts, the costs as reported to the Department of Community
     4  Affairs in the county's annual financial report forms under the
     5  heading "(a) Judicial" but confined to the subheading "(160)
     6  courts," excluding capital outlay, shall be used. If a city
     7  coterminous with a county does not report on the Department of
     8  Community Affairs form, its figures from the same subheading,
     9  set forth in the department's form, shall be used.
    10     Section 2.  This act shall take effect July 1, 1985, or
    11  immediately, whichever is later.
