                                  A RESOLUTION

     1  Amending Senate Financial Operating Rule IV, sections 1 and 4.

     2     RESOLVED, That Senate Financial Operating Rule IV, sections 1
     3  and 4, be amended to read:
     4        IV.  Equipment and Furnishing Control and Inventory
     5     1.  The office of the Chief Clerk shall act as the sole agent
     6  for improvements or renovations to Senate facilities at the
     7  Capitol Complex and for the purchase, control and inventory of
     8  durable equipment, furniture and furnishings with a useful life
     9  of one year or more and a cost [of more than $100] greater than
    10  the limit established by the Committee on Management Operations
    11  for utilization in both the Capitol and district offices.
    12  Nonrecoverable items including, but not limited to, carpeting,
    13  draperies and air conditioners for use in and improvements or
    14  renovations to district office facilities shall be purchased
    15  pursuant to standards developed by the Senate Committee on
    16  Management Operations. The Chief Clerk shall serve as the sole
    17  agent for the purchase of United States and Pennsylvania flags.

     2     4.  The Chief Clerk shall take all necessary and reasonable
     3  steps to ensure that the purchase or rental of durable
     4  equipment, furniture and furnishings with a useful life of one
     5  year or more and a cost [of more than $100] greater than the
     6  limit established by the Committee on Management Operations
     7  shall be transacted at the lowest available price for the
     8  quality, compatibility and service of the items being purchased
     9  or leased.
