A SUPPLEMENT
1 To the act of (P.L. , No. ), entitled "An act
2 providing for the capital budget for the fiscal year 1983-
3 1984," itemizing furniture and equipment projects to be
4 acquired by the Department of General Services, together with
5 their estimated financial cost; authorizing the incurring of
6 debt without the approval of the electors for the purpose of
7 financing the projects to be acquired by the Department of
8 General Services; stating the estimated useful life of the
9 projects; and making an appropriation.
10 The General Assembly of the Commonwealth of Pennsylvania
11 hereby enacts as follows:
12 Section 1. Total authorization.
13 The total authorization for the additional capital projects
14 consisting of the acquisition of movable furniture and equipment
15 to complete public improvement projects itemized in section 2,
16 purchased by the Department of General Services and to be
17 financed by the incurring of debt, shall be $1,503,000 <--
18 $2,119,000.
19 Section 2. Itemization of furniture and equipment projects.
20 The additional capital projects in the category of Public
1 Improvements, consisting of the acquisition of original movable
2 furniture and equipment to complete public improvement projects,
3 to be financed by the incurring of debt, and to be purchased by
4 the Department of General Services, are hereby itemized together
5 with their estimated financial costs:

Debt authorization. 15 The Governor, Auditor General and State Treasurer are hereby 16 authorized and directed to borrow, from time to time, in 17 addition to any authorization heretofore or hereafter enacted, 18 on the credit of the Commonwealth, subject to the limitations 19 provided in the current capital budget, money not exceeding in 20 the aggregate the sum of $1,503,000 $2,119,000 as may be found <-- 21 necessary to carry out the acquisition of original furniture and 22 equipment projects specifically itemized in a capital budget. 23 Section 4. Issue of bonds. 24 The indebtedness herein authorized shall be incurred from 25 time to time and shall be evidenced by one or more series of 26 general obligation bonds of the Commonwealth in such aggregate 27 principal amount for each series as the Governor, Auditor 28 General and State Treasurer shall determine, but the latest 29 stated maturity date shall not exceed the estimated useful life 30 of the projects being financed as stated in section 5. 19830S0879B1220 - 4 -
1 Section 5. Estimated useful life of projects.
2 The General Assembly states that the estimated useful life of
3 the furniture and equipment projects heretofore itemized is ten
4 years. The maximum term of the debt authorized to be incurred
5 hereunder is ten years.
6 Section 6. Appropriation.
7 The net proceeds of the sale of the obligations herein
8 authorized are hereby appropriated from the Capital Facilities
9 Fund to the Department of General Services in the maximum amount
10 of $1,503,000 $2,119,000 to be used by it exclusively to defray <--
11 the financial cost of the furniture and equipment projects
12 specifically itemized in a capital budget. After reserving or
13 paying the expenses of the sale of the obligation, the State
14 Treasurer shall pay to the Department of General Services the
15 moneys as required and certified by it to be legally due and
16 payable.
17 Section 7. Federal funds.
18 In addition to those funds appropriated in section 6, all
19 moneys received from the Federal Government for the projects
20 specifically itemized herein, are also hereby appropriated for
21 these projects.
22 Section 8. Effective date.
23 This act shall take effect July 1, 1983 or, if enacted
24 subsequently, immediately.
