                                  A RESOLUTION

     1  Memorializing Congress to pass legislation limiting foreign
     2     steel importation by imposing import quotas.

     3     WHEREAS, The domestic steel industry is one of the largest
     4  industries in America and has become an integral part of the
     5  American economy; and
     6     WHEREAS, Many factors have combined in the past ten years to
     7  reduce greatly the demand for and therefore the production of
     8  domestic steel; and
     9     WHEREAS, One of these factors is the significant rise in the
    10  amount of foreign steel being imported into America at low
    11  prices; and
    12     WHEREAS, Low foreign steel prices reflect market practices
    13  with which the American steel industry cannot compete, including
    14  the dumping of foreign steel into the American market, or,
    15  selling it at prices below its actual production cost, and


     1  foreign governmental subsidization of the steel industry within
     2  that country, as well as such competitive market practices as
     3  technological improvements and wage differences; and
     4     WHEREAS, As a direct result of the decrease in demand for
     5  domestic steel, domestic steel plants in this Commonwealth are
     6  operating at below 66% capacity and have experienced lay-offs of
     7  40% of their steelworkers for over a year, causing substantial
     8  hardship to many Pennsylvanians and arousing the concern of
     9  everyone who senses the far-reaching effects of this situation;
    10  and
    11     WHEREAS, A limitation imposed on foreign steel importation by
    12  the United States government, either by increasing the import
    13  tax on foreign steel or by placing a quota on amounts imported,
    14  would result in an increase in demand for domestic steel;
    15  therefore be it
    16     RESOLVED, That the House of Representatives memorialize the
    17  Congress of the United States to pass legislation imposing
    18  quotas on foreign steel importation and directly pursuant
    19  thereto to reintroduce the steel quota bill which was introduced
    20  during the 97th session of Congress; and be it further
    21     RESOLVED, That copies of this resolution be transmitted to
    22  the presiding officers of each house of Congress and to each
    23  member of Congress from Pennsylvania.
