A CONCURRENT RESOLUTION 1 Memorializing the President of the United States and Congress to 2 work for an early reenactment of the Federal General Revenue 3 Sharing Program. 4 WHEREAS, The Federal General Revenue Sharing Program expires 5 September 30, 1983; and 6 WHEREAS, The General Revenue Sharing Program is the most 7 visible local return of the Federal tax dollar; and 8 WHEREAS, The General Revenue Sharing Program allows 9 municipalities the freedom to tailor spending to individual 10 community needs; and 11 WHEREAS, The General Revenue Sharing Program has enabled 12 local governments to finance projects and services for their 13 citizens that they otherwise would not be able to provide; and 14 WHEREAS, General Revenue Sharing accounts for about 14% of 15 local government budgets in the Commonwealth; and 16 WHEREAS, Property taxes or other taxes and user fees would 17 have to be raised to offset any loss of General Revenue Sharing
1 funds; and 2 WHEREAS, Many local governments in the Commonwealth are at or 3 near their statutory taxation limits; and 4 WHEREAS, Favorable action needs to be taken on the General 5 Revenue Sharing Program before municipalities begin to work on 6 their 1984 budgets; therefore be it 7 RESOLVED (the Senate concurring), That the General Assembly 8 of the Commonwealth of Pennsylvania memorialize the President of 9 the United States and Congress to work for an early reenactment 10 of the Federal General Revenue Sharing Program as it now exists; 11 and be it further 12 RESOLVED, That copies of this resolution be transmitted to 13 the President of the United States, presiding officers of each 14 house of Congress and to each member of Congress from 15 Pennsylvania.
