                                     AN ACT

     1  Authorizing the Department of General Services, with the
     2     approval of the Governor and the Secretary of Public Welfare,
     3     to convey to the United States of America, acting through the
     4     Department of Labor, Job Corps, a tract of land and
     5     buildings, known as the C. Howard Marcy State Hospital,
     6     situate in the City of Pittsburgh, Allegheny County,
     7     Pennsylvania.

     8     The General Assembly of the Commonwealth of Pennsylvania
     9  hereby enacts as follows:
    10     Section 1.  The Department of General Services, with the
    11  approval of the Governor and the Secretary of Public Welfare, is
    12  hereby authorized and directed on behalf of the Commonwealth of
    13  Pennsylvania and The General State Authority, to grant and
    14  convey, for a consideration of $160,000, to the United States of
    15  America, acting through the Department of Labor, Job Corps, a
    16  tract of land and buildings situate in the City of Pittsburgh,
    17  Allegheny County, Pennsylvania, known as the C. Howard Marcy
    18  State Hospital, said premises being more fully described as
    19  follows:
    20     All that certain tract or piece of ground situate in the 12th

     1  Ward, City of Pittsburgh, Allegheny County, Pennsylvania,
     2  bounded and described as follows:
     3     Beginning at a point on the easterly line of Washington
     4  Boulevard (formerly Beechwood Boulevard) said point being
     5  measured north 6 degrees 46 minutes east 1770 feet more or less
     6  from a point perpendicularly opposite the intersection of the
     7  westerly line of Chianti Street and the westerly line of
     8  Washington Boulevard, and also being measured along the easterly
     9  line of Washington Boulevard south 6 degrees 46 minutes west
    10  11.32 feet from a point of curve thereon being perpendicularly
    11  opposite a monument on the easterly 5 foot line of Washington
    12  Boulevard, which monument is filed of record in the Division of
    13  Surveys, Bureau of Engineering, Department of Public Works, City
    14  of Pittsburgh, as Monument Sheet No. 357; from said point of
    15  beginning, thence along other property now or late of the City
    16  of Pittsburgh, south 73 degrees 18 minutes east 40.23 feet to a
    17  point and south 77 degrees 36 minutes east 726 feet to a point,
    18  an angle and property now or late of United States of America;
    19  thence along property of United States of America south 75
    20  degrees 21 minutes east 741 feet more or less to a point on the
    21  southeasterly side of Leech Farm Road (40 feet wide); thence
    22  along the southeasterly and southerly side of said road
    23  northeastwardly and eastwardly on the arc of a circle curving to
    24  the right and having a radius of 230 feet the arc distance of
    25  139.55 feet to a point of tangency, and eastwardly 508.80 feet
    26  to a point on the southerly side of Leech Farm Road, a corner
    27  and property now or late of Windsor Corporation; thence along
    28  property now or late of southwardly 253.4 feet and south 75
    29  degrees 21 minutes east 453.41 feet to a point in the center
    30  line of Old Leech Farm Road; thence northwardly along the center

     1  line of said road on the arc of a circle curving to the left and
     2  having a radius of 517.34 feet, the arc distance of 170.43 feet
     3  to a point, a corner of property of United States of America,
     4  used for a Veterans Hospital; thence along same south 75 degrees
     5  21 minutes east 31 feet more or less and south 00 degrees 20
     6  minutes east 888 feet more or less to a point, a corner and
     7  property now or late of St. Peter's German Lutheran Cemetery;
     8  thence along said cemetery the five following courses and
     9  distances: north 24 degrees 49 minutes 20 seconds west 208.30
    10  feet, north 89 degrees 26 minutes west 153.55 feet, south 78
    11  degrees 39 minutes west 339.87 feet, south 67 degrees 19 minutes
    12  10 seconds west 466.41 feet, south 52 degrees 17 minutes 10
    13  seconds west 509.55 feet to a point; thence along same and
    14  property now or late of the City of Pittsburgh, south 44 degrees
    15  55 minutes west 270 feet more or less to a point; thence along
    16  property of Duquesne Light Company south 74 degrees 03 minutes
    17  west 802 feet to a point, a corner and property of the City of
    18  Pittsburgh; thence along property now or late of City of
    19  Pittsburgh north 17 degrees 16 minutes east 128.2 feet and north
    20  75 degrees 54 minutes west 460 feet more or less to a point on
    21  the easterly line of Washington Boulevard; thence along said
    22  line of said boulevard, north 6 degrees 46 minutes east 2080
    23  feet more or less to a point and place of beginning. Containing
    24  92.5 acres more or less.
    25     Excepting and reserving thereout and therefrom the 66 feet
    26  right-of-way of the Brilliant Branch of Consolidated Rail
    27  Corporation with land on each side thereof for necessary fill
    28  and slope, the right-of-way paralleling Washington Boulevard
    29  with 200 feet of the above property separating it from the
    30  easterly line of said boulevard.

     1     Being part of the property conveyed by the City of Pittsburgh
     2  to Commonwealth of Pennsylvania, by Deed dated December 31, 1956
     3  and recorded at Pittsburgh in Deed Book 3630 page 152, some of
     4  which was later conveyed to The General State Authority. And
     5  also composed of an added tract conveyed by Urban Redevelopment
     6  Authority of Pittsburgh to The General State Authority, by Deed
     7  dated September 29, 1965 and recorded at Pittsburgh in Deed Book
     8  4297 page 649.
     9     Section 2.  The conveyance shall be made under and subject to
    10  all easements, servitudes and rights of others, including but
    11  not confined to streets, roadways, and rights of any telephone,
    12  telegraph, water, electric, sewer, gas or pipeline companies, as
    13  well as under and subject to any interest, estates, or tenancies
    14  vested in third persons, whether or not appearing of record, for
    15  any portion of the land or improvements erected thereon.
    16     Section 3.  Costs and fees incidental to this conveyance
    17  shall be borne by the grantee.
    18     Section 4.  The deed of conveyance shall be approved as
    19  provided by law and shall be executed by the Secretary of
    20  General Services in the name of the Commonwealth of
    21  Pennsylvania, and with the concurrence of The General State
    22  Authority.
    23     Section 5.  This act shall take effect immediately.
