           RASCO, BURD, FLECK, HEISER, PERZEL, SALVATORE, WOGAN, WESTON,
           MICHLOVIC, LETTERMAN, MRKONIC, TADDONIO, ITKIN, PETRONE,

                       In the House of Representatives, December 9, 1981

     1     WHEREAS, In this 300th anniversary year of Pennsylvania's
     2  establishment by grant of land to William Penn by the English
     3  Sovereign, Charles II, as a proprietary colony it is appropriate
     4  for the Commonwealth's Government and her people to honor
     5  Pennsylvania's proud past and to restate their commitment to
     6  preserve the Commonwealth's heritage for future generations; and
     7     WHEREAS, In this Tercentenary year it is proper and
     8  appropriate to commemorate the English heritage which preceded
     9  and was concomitant with the establishment of the Commonwealth;
    10  and
    11     WHEREAS, The Pennsylvania Historical and Museum Commission
    12  has seen fit to collect and preserve our common English heritage
    13  in such facilities as, inter alia, the William Penn Memorial
    14  Museum, Pennsbury Manor, and the Fort Pitt Museum; and
    15     WHEREAS, The successful establishment and the progress of the

     1  Commonwealth through to its Tercentenary observance is largely
     2  dependent upon the penetration of, and colonization beyond, the
     3  Allegheny Mountains accomplished in the mid-eighteenth century
     4  particularly during the era known on the European Continent as
     5  the "Seven Years War" (1756-1763) and in North America as the
     6  "French and Indian War" (1754-1764); and
     7     WHEREAS, The triumph of the British Empire, militarily and
     8  culturally, west of the Alleghenys symbolized by the erection of
     9  the most elaborate English fortification in North America known
    10  as Fort Pitt (after William Pitt, Earl of Chatham) at Point
    11  State Park in present-day Pittsburgh is appropriately
    12  commemorated by the Fort Pitt Museum and the activities of said
    13  Museum's support organization, the Fort Pitt Museum Associates,
    14  Inc., and particularly by the activities of the Royal American
    15  Regiment of said Associates; and
    16     WHEREAS, Said Royal American Regiment, "His Majesty's 60th
    17  Regiment of Foote," since the reactivation of said unit in 1972,
    18  has most favorably contributed to the cause of historic
    19  preservation and has most energetically promoted the reputation
    20  of the Commonwealth of Pennsylvania both to the citizens of this
    21  Commonwealth and to visiting citizens from other states of the
    22  union; and
    23     WHEREAS, The same Royal American Regiment having appeared in
    24  Harrisburg at the Capitol, with battle flags uncased, cannons,
    25  musketry, drums and fifes, at the inaugural ceremonies of
    26  Governor Thornburgh in 1978; and
    27     WHEREAS, In this Tercentenary year the Commonwealth's Capitol
    28  Building enjoys its 75th anniversary, the 226th year since the
    29  Royal Warrant authorizing the raising of said Royal American
    30  Regiment; therefore be it

     1     RESOLVED (the Senate concurring), That the General Assembly
     2  of the Commonwealth of Pennsylvania expresses its respect and
     3  appreciation to the Royal American Regiment, "His Majesty's 60th
     4  Regiment of Foote," of Pittsburgh, Pennsylvania and makes hereby
     5  a record of said Royal American Regiment for continuing service
     6  in reminding all of our citizens that the ultimate success of
     7  the establishment of the Commonwealth was neither assured nor
     8  grounded upon a firm foundation without the foresight,
     9  sacrifices, and support embodied in the British expeditions west
    10  of the Alleghenys, the brunt of which was carried by the
    11  original Royal Americans under their leaders General John Forbes
    12  and Colonel Henri Bouquet; and be it further
    13     RESOLVED, That the Fort Pitt Museum, the Fort Pitt Museum
    14  Associates, Inc., and the Volunteers of the reactivated Royal
    15  American Regiment of reference be commended for their
    16  outstanding efforts to fund, promote and maintain this program
    17  of historic preservation, reenactment, public education and
    18  living history; and be it further
    19     RESOLVED, That a copy of this resolution be spread upon the
    20  pages of the House Journal and that copies of this resolution be
    21  sent to the Royal American Regiment "His Majesty's 60th Regiment
    22  of Foote," of Fort Pitt, Pittsburgh, Pennsylvania.
