                                     AN ACT

     1  Providing for certain grants-in-aid for vocational education and
     2     rehabilitation, self-employment training and retraining
     3     related activities, providing for further duties of the
     4     Department of Labor and Industry and making an appropriation.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7  Section 1.  Program.
     8     The Department of Labor and Industry shall develop and
     9  implement a State-wide program of vocational education and
    10  rehabilitation and self-employment training. This program shall
    11  consist of local program components which shall be coordinated
    12  with existing regional and local programs for job-training and
    13  other social services for the unemployed, underemployed and
    14  economically disadvantaged persons.
    15  Section 2.  Grants-in-aid.
    16     The department shall, in the manner provided by law, adopt
    17  rules providing for grants-in-aid to local program components

     1  subject to the following:
     2     (1)  That local programs receiving assistance involve
     3  residents in the area to be served by the program in the
     4  planning and operation of the program; and involve the business
     5  community in the area to be served in its development and
     6  operation.
     7     (2)  That the distribution of grants among areas within the
     8  State be equitable, with priority being given to area with high
     9  unemployment or underemployment.
    10     (3)  That a local program receiving a grant have adequate
    11  internal administrative controls, accounting procedures,
    12  personnel standards, evaluation procedures, availability of
    13  inservice training and technical assistance programs, and other
    14  policies as are necessary to promote the effective use of funds
    15  received.
    16  Section 3.  Cooperation with existing agencies.
    17     The department shall, to the maximum extent practicable,
    18  cooperate with State-wide vocational and job training
    19  organizations including, but not limited to, the Pennsylvania
    20  State Council of OIC's of America.
    21  Section 4.  Appropriation.
    22     The sum of $1,500,000 is hereby appropriated to the
    23  Department of Labor and Industry to carry out this act for the
    24  1982-1983 fiscal period.
    25  Section 5.  Effective date.
    26     This act shall take effect immediately.
