                               A JOINT RESOLUTION

     1  Proposing an amendment to the Constitution of the Commonwealth
     2     of Pennsylvania, lowering the qualification age of the
     3     Governor, Lieutenant Governor, Attorney General and members
     4     of the General Assembly to 18.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby resolves as follows:
     7     Section 1.  The following amendments to the Constitution of
     8  the Commonwealth of Pennsylvania are proposed in accordance with
     9  the provisions of Article XI thereof:
    10     That section 5 of Article II and section 5 of Article IV be
    11  amended to read:
    12                             ARTICLE II
    13                          THE LEGISLATURE
    14  § 5.  Qualifications of members.
    15     Senators shall be at least [25] 18 years of age and
    16  Representatives [21] 18 years of age. They shall have been
    17  citizens and inhabitants of the State four years, and
    18  inhabitants of their respective districts one year next before


     1  their election (unless absent on the public business of the
     2  United States or of this State), and shall reside in their
     3  respective districts during their terms of service.
     4                             ARTICLE IV
     5                           THE EXECUTIVE
     6  § 5.  Qualifications of Governor, Lieutenant Governor and
     7        Attorney General.
     8     No person shall be eligible to the office of Governor,
     9  Lieutenant Governor or Attorney General except a citizen of the
    10  United States, who shall have attained the age of [30] 18 years,
    11  and have been seven years next preceding his election an
    12  inhabitant of this Commonwealth, unless he shall have been
    13  absent on the public business of the United States or of this
    14  Commonwealth. No person shall be eligible to the office of
    15  Attorney General except a member of the bar of the Supreme Court
    16  of Pennsylvania.
