AN ACT
1 Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
2 Statutes, further providing for handicapped parking placards
3 and providing penalties.
4 The General Assembly of the Commonwealth of Pennsylvania
5 hereby enacts as follows:
6 Section 1. Section 1338(b) of Title 75, act of November 25,
7 1970 (P.L.707, No.230), known as the Pennsylvania Consolidated
8 Statutes, is amended and a subsection is added to read:
9 § 1338. Handicapped plate and placard.

11 (b) Handicapped parking placard.--On the application of any
12 person who meets the qualifications of subsection (a), the
13 department shall issue one special parking placard of such size
14 and design as the department shall specify, designating the
15 vehicle in which it is displayed as being used for the
16 transportation of a handicapped person. Such placard shall be
17 prominently displayed on the right front dash of the vehicle
18 when it is in use for the transportation of such person. The
1 name and address of the owner of the placard shall not be placed
2 on the placard.
3 (c) Penalty.--Any person not entitled to a handicapped
4 parking placard who uses the placard to park in a handicapped
5 parking space or who otherwise misuses a handicapped parking
6 placard in violation of subsection (b) commits a summary offense
7 and shall, upon conviction, be sentenced to pay a fine not
8 exceeding $50 or to imprisonment not exceeding ten days, or
9 both.
10 Section 2. This act shall take effect in 60 days.
