In the House of Representatives, May 20, 1980 1 WHEREAS, There have been excessive delays in the completion 2 of the Marcus Foster Athletic Complex in the City of 3 Philadelphia, with the resulting inconvenience to the public; 4 therefore be it 5 RESOLVED, That the Speaker of the House of Representatives 6 appoint a special committee of five members of the House, three 7 from the majority party and two from the minority, to 8 investigate the causes for the delay in completion of the Marcus 9 Foster Athletic Complex; and be it further 10 RESOLVED, That the committee may hold public hearings, take 11 testimony, and make its study at such places as it deems 12 necessary within the Commonwealth. Each member of the committee 13 shall have power to administer oaths and affirmations to 14 witnesses appearing before the committee; and be it further 15 RESOLVED, That within 30 calendar days after the committee 16 has made its report, the chairman of the committee shall cause a 17 record of all expenses incurred by the committee, or the members
1 thereof, which are payable at Commonwealth expense, to be filed 2 with the Speaker of the House and the Speaker shall cause the 3 same to be entered in the journal thereof. No expenses incurred 4 by the committee or any member thereof shall be reimbursable by 5 the Chief Clerk unless such expenses shall first have been 6 included as an expense item in the record heretofore required; 7 and be it further 8 RESOLVED, That the committee make a report of its findings 9 and recommendations as soon as possible to the General Assembly.
