In the House of Representatives, February 6, 1979 1 For years there has been a need to determine whether all the 2 present positions in all State agencies and departments are 3 necessary and whether or not there are duplications of services. 4 It is also necessary to determine whether all positions are 5 operating at maximum efficiency. Finally it is necessary to 6 determine if any agencies or departments can be eliminated or 7 combined. In order to make these determinations a select House 8 Committee should be appointed; therefore be it 9 RESOLVED, That the Speaker appoint seven members, four from 10 the majority and three from the minority to investigate manpower 11 and job descriptions, within all State agencies and departments 12 to determine whether or not all present jobs are necessary and 13 operating at maximum efficiency and to find if there is any 14 duplication of services and finally to determine whether or not 15 any department can be eliminated or combined; and be it further 16 RESOLVED, That the committee may hold hearings, take 17 testimony, and make its investigations at such places as it 18 deems necessary. It may issue subpoenas under the hand and seal
1 of its chairman commanding any person to appear before it and to 2 answer questions touching matters properly being inquired into 3 by the committee and to produce such books, papers, records and 4 documents as the committee deems necessary. Such subpoenas may 5 be served upon any person and shall have the force and effect of 6 subpoenas issued out of the courts of this Commonwealth. Any 7 person who willfully neglects or refuses to testify before the 8 committee or to produce any books, papers, records or documents, 9 shall be subject to the penalties provided by the laws of the 10 Commonwealth in such case. Each member of the committee shall 11 have power to administer oaths and affirmations to witnesses 12 appearing before the committee; and be it further 13 RESOLVED, That within 30 calendar days after the committee 14 has made its report, the chairman of the committee shall cause a 15 record of all expenses incurred by the committee, or the members 16 thereof, which are payable at Commonwealth expense, to be filed 17 with the Speaker of the House and the Speaker shall cause the 18 same to be entered in the journal thereof. No expenses incurred 19 by the committee or any member thereof shall be reimbursable by 20 the Chief Clerk unless such expense shall first have been 21 included as an expense item in the record heretofore required; 22 and be it further 23 RESOLVED, That the committee shall report its findings, 24 together with its recommendations for appropriate legislation or 25 otherwise, to the General Assembly as soon as its study is 26 completed.
