AN ACT 1 Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An 2 act relating to the public school system, including certain 3 provisions applicable as well to private and parochial 4 schools; amending, revising, consolidating and changing the 5 laws relating thereto," establishing a Student Advisory Board 6 and providing for its powers and duties. 7 The General Assembly of the Commonwealth of Pennsylvania 8 hereby enacts as follows: 9 Section 1. The act of March 10, 1949 (P.L.30, No.14), known 10 as the "Public School Code of 1949," is amended by adding an 11 article to read: 12 ARTICLE IX-B. 13 STUDENT ADVISORY BOARD. 14 Section 901-B. Establishment of Student Advisory Board.-- 15 There is hereby created a Student Advisory Board, to the 16 Secretary of Education composed of representatives elected by 17 the members of each Intermediate Unit Student Forum under 18 whatever process that forum adopts. The Secretary of Education 19 shall reserve the right to appoint to the Student Advisory Board 20 representatives of Statewide organizations of general purpose
1 and constituencies as ex-officio members of the board. The ratio 2 of representatives to students in each intermediate unit shall 3 be one for every 100,000 or fraction thereof. 4 Section 902-B. Qualification of Members; Term of Office.-- 5 Each representative shall be a junior or senior, enrolled in any 6 secondary school in the Commonwealth. The term of office for 7 each representative shall extend for one academic year from July 8 1 to June 30. 9 Section 903-B. Meetings.--The Student Advisory Board shall 10 meet at the call of the Secretary of Education, and shall meet 11 at least once between July 1 and December 31 of each year and at 12 least once between January 1 and June 30 of each year. 13 Section 904-B. Expenses.--Members shall receive no salary, 14 but shall be entitled to travel and other necessary and 15 reasonable expenses incurred in the performances of their duties 16 as members of the Student Advisory Board. All expenditures of 17 the Student Advisory Board will be allocated from the budget of 18 the Secretary of Education, who shall determine what 19 reimbursement shall be considered reasonable. 20 Section 905-B. Advisors.--The Student Advisory Board shall 21 be advised by the Secretary of Education and/or his designees. 22 Section 906-B. Powers and Duties.--The Student Advisory 23 Board's duties shall be: 24 (a) To provide the Secretary of Education with student 25 insight and concern. 26 (b) To inform Intermediate Unit Forums and student 27 constituencies concerning board activities. 28 (c) To convey the opinions and concerns of Intermediate Unit 29 Forums and student constituencies to the Secretary of Education. 30 (d) To adopt rules and regulations as may be necessary to 19790H1636B1984 - 2 -
1 carry out the purposes of this organization. 2 Section 906-B. Formation and Initial Meeting.--The Student 3 Advisory Board shall be fully constituted by the authority of 4 the Secretary of Education within six months of the enactment of 5 this act, and shall meet no later than nine months after the 6 enactment of this act. 7 Section 2.
