        AS RE-REPORTED FROM COMMITTEE ON APPROPRIATIONS, HOUSE OF
           REPRESENTATIVES, AS AMENDED, OCTOBER 30, 1979

                                     AN ACT

     1  Making an appropriation to the Department of Public Welfare for
     2     the purchase of social services.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  The sum of $538,000 $607,000, or as much thereof   <--
     6  as may be necessary, is hereby appropriated to the Department of
     7  Public Welfare for the fiscal period July 1, 1979 to June 30,
     8  1980 for the purchase of social services.
     9     Section 2.  Funds appropriated for social services shall not
    10  be utilized for any lobbying activities relating to the passage,
    11  amendment or defeat of any legislation, nor the introduction of
    12  any proposed legislation unless the funding recipient registers
    13  with the Chief Clerk of the House of Representatives and the
    14  Secretary of the Senate and complies with the act of September
    15  30, 1961 (P.L.1778, No.712), known as the "Lobbying Registration
    16  and Regulation Act."


     1     Section 3.  Funds allocated to legal service agencies shall
     2  be used for the representation of qualified individuals in
     3  adversary legal proceeding; however, this shall not preclude the
     4  filing of class actions when approved by the courts of the
     5  Commonwealth or the Federal judiciary.
     6     Section 4.  The Auditor General shall conduct a financial
     7  audit of all legal service agencies to which any of this
     8  appropriation has been allocated, and shall report the results
     9  of such audit to the Governor and to the members of the General
    10  Assembly.
    11     Section 5.  This act shall take effect immediately.
