AN ACT
1 Creating an energy subsidy program for certain needy people.
2 The General Assembly of the Commonwealth of Pennsylvania
3 hereby enacts as follows:
4 Section 1. Short title.
5 This act shall be known and may be cited as the "Energy
6 Subsidy Act."
7 Section 2. Eligibility.
8 Each household having at least one member receiving general
9 assistance under the act of June 13, 1967 (P.L.31, No.21), known
10 as the "Public Welfare Code," shall be eligible for an energy
11 subsidy reduction in their monthly bill for electricity, oil and
12 gas.
13 Section 3. Subsidy rate.
14 The energy subsidy reduction rate shall be 50%.
15 Section 4. Tax credit.
16 The amount of money representing the total subsidy reduction
17 in any year shall be credited against any obligation for the
1 payment of the Utilities Gross Receipts Tax imposed by the act
2 of March 4, 1971 (P.L.6, No.2), known as the "Tax Reform Code of
3 1971."
4 Section 5. Administration of act.
5 (a) Administration.--It shall be the duty of the Department
6 of Public Welfare to administer this act. The Department of
7 Revenue and the Public Utility Commission shall cooperate with
8 the Department of Public Welfare in this regard.
9 (b) Rules and regulations.--The Department of Public Welfare
10 shall, in the manner provided by law, promulgate the rules and
11 regulations and forms necessary to carry out this act.
12 Section 6. Effective date.
13 This act shall take effect January 1 of the year next
14 following the date of final enactment.
