                                     AN ACT

     1  Authorizing and directing the Department of General Services,
     2     with the approval of the Governor, to convey to Council
     3     House, Inc., a certain parcel of land together with a
     4     building erected thereon, situate in Collier Township,
     5     Allegheny County, Pennsylvania.

     6     The General Assembly of the Commonwealth of Pennsylvania
     7  hereby enacts as follows:
     8     Section 1.  The Department of General Services, with the
     9  approval of the Governor, is hereby authorized and directed on
    10  behalf of the Commonwealth of Pennsylvania, to grant and convey
    11  to Council House, Inc., a Pennsylvania nonprofit corporation,
    12  for a consideration of $1, the following tract of land, together
    13  with buildings erected thereon, bounded and described as
    14  follows:
    15     All that certain lot, piece or parcel of land, situate in
    16  Collier Township, Allegheny County and Commonwealth of
    17  Pennsylvania, described as follows, viz:
    18     All that certain tract or piece of ground beginning at a
    19  point in the centerline of Thoms Run Road, 80 feet wide, where


     1  it is intersected by the centerline of Main Drive, said point
     2  being also at station 9+06.35 in said Thoms Run Road; thence
     3  along the centerline of said Thoms Run Road in a southwesterly
     4  direction by the arc of a circle curving to the left and having
     5  a radius of 409.26 feet, and arc distance of 109.24 feet to a
     6  point of tangent; thence continuing along said centerline south
     7  59 degrees 10 minutes 08 seconds west a distance of 202.96 feet
     8  to a point of curve; thence still continuing by said centerline
     9  in a westerly direction by the arc of a circle curving to the
    10  right and having a radius of 272.84 feet an arc distance of
    11  105.04 feet, to a point; thence by a line through said Thoms Run
    12  Road North 09 degrees 00 minutes 45 seconds west a distance of
    13  25 feet to a point on the legal right-of-way line of Thoms Run
    14  Road, thence along said legal right-of-way line, in a
    15  northwesterly direction, by the arc of a circle curving to the
    16  right and having a radius of 247.84 feet an arc distance of
    17  68.82 feet to a point, thence along the line of property of
    18  Woodville State Hospital the following three courses and
    19  distances: north 06 degrees 53 minutes 52 seconds east and a
    20  distance of 182.37 feet to a point, north 27 degrees 51 minutes
    21  52 seconds east and a distance of 282.59 feet to a point, north
    22  33 degrees 51 minutes 52 seconds east a distance of 141.38 feet
    23  to a point in the centerline of Main Drive, 33 feet wide; thence
    24  along said centerline south 52 degrees 59 minutes 22 seconds
    25  east and a distance of 11.72 feet to a point of curve; thence
    26  continuing by said centerline in a southeasterly direction by
    27  the arc of a circle curving to the right and having a radius of
    28  458.37 feet, an arc distance of 344.13 feet to a point of
    29  tangent and thence continuing along said centerline south 09
    30  degrees 58 minutes 22 seconds east a distance of 95.65 feet to a

     1  point on the centerline of Thoms Run Road, at the point of
     2  beginning as described in a survey prepared by Paul C. Swiech,
     3  Registered Professional Engineer, dated December 1978.
     4     Together with all and singular the improvements, ways,
     5  waters, water courses, rights, privileges, hereditaments and
     6  appurtenances whatsoever thereunto belonging, or in anywise
     7  appertaining, and the reversions and remainders, rents, issues
     8  and profits thereof; and all the estate, right, title, interest,
     9  property, claim and demand whatsoever of the Commonwealth of
    10  Pennsylvania in law, equity or otherwise howsoever of, in and to
    11  the same and every part thereof.
    12     The conveyance shall be made under and subject to the rights
    13  of others in Main Drive and Thoms Run Road and all easements,
    14  servitudes and rights of others, including but not confined to
    15  streets, roadways, and rights of any telephone, telegraph,
    16  water, electric, sewer, gas or pipeline companies, as well as
    17  under and subject to any interest, estates or tenancies vested
    18  in third persons, whether or not appearing of record, for any
    19  portion of the land or improvements erected thereon.
    20     Section 2.  The deed of conveyance for the property described
    21  in section 1 shall contain a clause that the lands conveyed
    22  shall be used for the purposes of furthering a program of social
    23  and vocational rehabilitation and if at any time Council House,
    24  Inc. or its successor in function conveys said property or
    25  authorizes or permits said property to be used for any purpose
    26  other than heretofore enumerated, the title thereto shall
    27  immediately revert to and revest in the Commonwealth of
    28  Pennsylvania.
    29     Section 3.  The Deed of Conveyance for the property described
    30  in section 1 shall be approved by the Department of Justice and

     1  shall be executed by the Secretary of the Department of General
     2  Services in the name of the Commonwealth of Pennsylvania.
     3     Section 4.  This act shall take effect immediately.
