AN ACT
1 Relating to certain payments by the Commonwealth.
2 The General Assembly of the Commonwealth of Pennsylvania
3 hereby enacts as follows:
4 Section 1. In the event that funds are, pursuant to statute,
5 due and owing from the Commonwealth or an agency thereof to a
6 municipality and all conditions precedent to such payment have
7 been complied with by the municipality, the Commonwealth or an
8 agency thereof shall make payment in a timely fashion as
9 prescribed by appropriate and applicable statute, and in no
10 event more than 60 days from the time when such payment should
11 have been made. Should the Commonwealth or any agency thereof be
12 of the position that all such conditions precedent for payment
13 have not been complied with by a municipality as prescribed by
14 statute, the Commonwealth or agency thereof shall forthwith, and
15 in no event more than 30 days from the time such payment should
16 have been made, notify said municipality of its failure to
17 comply with all conditions precedent to payment and as soon as
1 practicable thereafter, and in no event more than 60 days after
2 such notice has been given, schedule and conduct a hearing upon
3 the issue of said municipality's failure to so comply with all
4 such conditions precedent.
5 Section 2. This act shall take effect in 90 days.
