In the House of Representatives, November 14, 1977 1 The Johnstown Flood of 1977 revealed various problems in 2 coordinating the work of governmental agencies in the most 3 efficient manner; therefore be it 4 RESOLVED, That the House of Representatives suggests that the 5 Governor implement the following proposals: 6 (1) Each State department or agency appoint or designate a 7 person who is responsible for the activities of that agency 8 during the time of a disaster. 9 (2) People who are designated by their department or agency 10 would work under the direction of the State Director of Civil 11 Defense or his designee during the emergency situation. 12 (3) These people should be trained by the State Director of 13 Civil Defense or his designee on the proper methods of handling 14 emergency situations. 15 (4) Each department should be held responsible for 16 developing an emergency preparedness plan that would be put into 17 use during an emergency situation. This plan would have to meet
1 the approval of the State Director of Civil Defense. 2 (5) All agencies having programs mandated by law that could 3 be enforced by two or more agencies during the time of emergency 4 should be required to cooperate with each other so that the 5 interests of all affected by the emergency are protected; these 6 particular departments should have an agreement as to which will 7 take charge or care of certain responsibilities during the 8 emergency period. 9 (6) Each State agency should also have available to them the 10 Federal agencies plan of action so that each State agency would 11 know exactly who to go to for Federal assistance; and be it 12 further 13 RESOLVED, That a copy of this resolution be delivered to the 14 Honorable Milton J.
