In the House of Representatives, October 4, 1977 1 WHEREAS, "Tag runners" are authorized under Pennsylvania 2 Vehicle Code to operate a messenger service which involves the 3 carrying of motor vehicle titles, registrations, license plates, 4 drivers' licenses and completed forms therefor to and between 5 the Department of Transportation and members of the public; and 6 WHEREAS, It is the intent of the United States Postal Service 7 to impose postage payments upon "tag runners" who traditionally 8 have been free from such imposition despite the fact that this 9 messenger service has not involved any expense to or delivery by 10 the postal service; and 11 WHEREAS, This imposition will increase the cost of operation 12 to the "tag runner" who provides this necessary and useful 13 service to the Commonwealth and thereby increase charges to 14 members of the public who rely upon this service; and 15 WHEREAS, This imposition is of questionable legality and is
1 reminiscent of the infamous stamp tax which helped to 2 precipitate our American Revolution; therefore be it 3 RESOLVED (the Senate concurring), That the General Assembly 4 of the Commonwealth of Pennsylvania memorialize the United 5 States Postal Service to reconsider its intent to charge postage 6 for "tag runner" messenger services; and be it further 7 RESOLVED, That the General Assembly of the Commonwealth of 8 Pennsylvania memorialize the Congress of the United States to 9 enact remedial legislation to prevent the United States Postal 10 Service from imposing postage charges upon "tag runner" 11 messenger service; and be it further 12 RESOLVED, That copies of this resolution be transmitted to 13 the President of the United States, the presiding officer of 14 each House of Congress of the United States, to each Senator and 15 Representative from Pennsylvania in the Congress of the United 16 States, and to the United States Postal Service.
