                               A JOINT RESOLUTION

     1  Proposing an amendment to the Constitution of the Commonwealth
     2     of Pennsylvania, providing that a school district employee
     3     may serve as an election officer in all counties except first
     4     class counties.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby resolves as follows:
     7     Section 1.  The following amendment to the Constitution of
     8  the Commonwealth of Pennsylvania is proposed in accordance with
     9  the provisions of Article XI thereof:
    10     That section 12 of Article VII be amended to read:
    11  § 12.  Disqualifications for service as election officer.
    12     No person shall be qualified to serve as an election officer
    13  who shall hold, or shall within two months have held any office,
    14  appointment or employment in or under the government of the
    15  United States, or of this State, or of any city, or county, or
    16  of any municipal board, commission or trust in any city, save
    17  only notaries public and persons in the National Guard or in a
    18  reserve component of the armed forces of the United States; nor
    19  shall any election officer be eligible to any civil office to be


     1  filled at an election at which he shall serve, save only to such
     2  subordinate municipal or local offices, below the grade of city
     3  or county offices, as shall be designated by general law. This
     4  section shall not prohibit a school district employee from
     5  serving as an election officer in counties other than first
     6  class counties.
