AN ACT 1 Making an appropriation to the Trustees of the University of 2 Pennsylvania. 3 The General Assembly of the Commonwealth of Pennsylvania 4 hereby enacts as follows: 5 Section 1. The following sums, or as much thereof as may be 6 necessary, are hereby specifically appropriated to the Trustees 7 of the University of Pennsylvania for the fiscal year July 1, 8 1977 to June 30, 1978, for the purposes and in the amounts as 9 shown: 10 (1) For instruction excluding 11 Veterinary Medicine Programs and Doctor 12 of Medicine...................................$7,063,000 13 (2) For student aid .............................. 3,374,000 14 (3) For instruction in Veterinary 15 Medicine Programs only........................ 3,772,000 16 (4) For instruction - Doctor of Medicine only..... 2,882,000 17 (5) For dental clinics............................ 600,000 18 Section 2. Payments to the University of Pennsylvania on
1 account of the appropriations for all items provided in section 2 1, except Doctor of Medicine only, shall be made on the basis of 3 net costs during the fiscal year. Payments for instruction, 4 Doctor of Medicine only, shall be made on the basis of full-time 5 student enrollment at the rate of $4,400 per student. AS A <-- 6 CONDITION OF RECEIVING ITS APPROPRIATION, ON OR AFTER JANUARY 1, 7 1978 THE MEDICAL SCHOOL SHALL, WHEN ACCEPTING FIRST YEAR 8 STUDENTS FOR THE NEXT TERM, SET ASIDE 10% OF THE TOTAL NUMBER OF 9 ADMISSIONS FOR STUDENTS WHO AGREE THAT UPON THE COMPLETION OF 10 THEIR MEDICAL TRAINING, THEY SHALL ENGAGE IN THE PRACTICE OF 11 MEDICINE FOR A PERIOD OF FOUR YEARS IN AN AREA TERMED MEDICALLY 12 DEPRIVED BY THE PENNSYLVANIA DEPARTMENT OF HEALTH. 13 Section 3. The university shall provide such information and 14 in such form and manner as the Department of Education may 15 prescribe. 16 Section 4. The University of Pennsylvania shall reports its 17 revenues and expenditures and present its financial statements 18 as required under the provisions of this act in accordance with 19 generally accepted accounting principles and procedures for 20 educational institutions as set forth in the "Higher Education 21 Finance Manual of 1975," without exception. 22 SECTION 5. AS A CONDITION TO RECEIVING THESE APPROPRIATIONS, <-- 23 THE UNIVERSITY SHALL NOT ESTABLISH OR CONDUCT OR COOPERATE WITH 24 ANY AGENCY TO ESTABLISH OR CONDUCT ANY RESEARCH OR EXPERIMENTS 25 WHICH HAVE THE POTENTIAL TO INTERFERE WITH THOUGHT PROCESSES OF 26 ANY HUMAN BEING WITHOUT THE INFORMED CONSENT OF SUCH INDIVIDUAL. 27 THE GENERAL ASSEMBLY MAY WITHHOLD PART OR ALL OF ANY 28 APPROPRIATION IF THE UNIVERSITY IS FOUND TO BE VIOLATING THE 29 PROVISIONS OF THIS SECTION. THIS SECTION SHALL NOT APPLY TO ANY 30 CONTRACTS FOR RESEARCH OR EXPERIMENTATION WHICH ARE IN EFFECT ON 19770H1262B2033 - 2 -
1 THE EFFECTIVE DATE OF THIS ACT.
2 SECTION 6. EXCEPT WHERE RESTRICTED BY CONTRACT OR BY TERMS
3 OF AN ENDOWMENT, DISTINGUISHED FACULTY MEMBERS IN WRITING,
4 LECTURING, AUDIO-VISUAL TECHNIQUES OR RECOGNIZED ON A NATIONAL
5 OR REGIONAL LEVEL AS AN EXPERT IN A SPECIFIC DISCIPLINE AT THE
6 UNIVERSITY SHALL PRESENT AT LEAST THREE ACADEMIC LECTURES OR
7 FIVE ACADEMIC CLASSROOM PRESENTATIONS PER ACADEMIC YEAR.
8 Section 5 7. This act shall take effect July 1, 1977. <--
