AN ACT
1 Amending the act of June 13, 1967 (P.L.31, No.21), entitled "An
2 act to consolidate, editorially revise, and codify the public
3 welfare laws of the Commonwealth," further providing for
4 administration of assistance programs to welfare recipients
5 and providing for creation of public works programs for
6 certain recipients.
7 The General Assembly of the Commonwealth of Pennsylvania
8 hereby enacts as follows:
9 Section 1. Subsection (a) of section 405.1, act of June 13,
10 1967 (P.L.31, No.21), known as the "Public Welfare Code," added
11 July 15, 1976 (No.202), is amended and the section is amended by
12 adding a subsection to read:
13 Section 405.1. Pennsylvania Employables Program.--(a) Every
14 individual, within ten days after establishing eligibility for
15 public assistance, as a condition of continuing eligibility for
16 aid to families with dependent children or general assistance,
17 shall register with the Department of Public Welfare in
18 accordance with regulations of the department for employment,
19 training and manpower services, unless such individual is:
20 (1) a child who is attending school or college or an
1 approved program of vocational training on a full-time basis or 2 who is under the age of sixteen; 3 (2) ill or incapacitated; 4 (3) so remote from a registration security office that 5 effective participation in employment and training counseling is 6 precluded; 7 (4) required to be present in the home because of illness or 8 incapacity of another member of the household; 9 (5) the mother or other relative of a child under the age of 10 six who is caring for the child; 11 (6) the mother or other caretaker of a child if the father 12 or another adult male relative is in the home and not excluded 13 from the requirement to register, unless such adult male 14 relative has failed to register as herein required or has 15 refused without good cause to accept employment or to 16 participate in work experience or training; 17 (7) the mother or other caretaker of a child between the 18 ages of six and fourteen, unless there are adequate child care 19 arrangements for the child; 20 (8) actively participating in the Federal work incentive 21 program or was certified to said program within the previous six 22 months; or 23 (9) employed full time. 24 Administration of the Pennsylvania Employables Program, 25 including registration of eligible individuals, shall be the 26 sole and exclusive duty of the Department of Public Welfare, and 27 no part of the program shall be administered by the Department 28 of Labor and Industry or any other State agency. 29 * * * 30 (i) Until permanent employment is obtained, each individual 19770H0692B0772 - 2 -
