                                     AN ACT

     1  Requiring certain buildings having natural gas heating systems
     2     to convert to an alternate fuel system, exempting conversions
     3     from taxation and granting the Public Utility Commission
     4     authority to order conversions.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7  Section 1.  Heating system conversion.
     8     All government buildings, schools, nursing homes, hospitals
     9  and all other public buildings which are heated by natural gas
    10  shall convert to an alternate fuel source within three years
    11  from the effective date of this act.
    12  Section 2.  Public Utility Commission control.
    13     (a)  The Public Utility Commission shall supervise all
    14  conversions pursuant to this act.
    15     (b)  The Public Utility Commission shall examine each private
    16  industrial building within the Commonwealth which is heated by
    17  natural gas to determine which buildings shall be converted to
    18  an alternate fuel source.

     1     (c)  Once the Public Utility Commission determines which
     2  buildings shall be converted pursuant to subsection (b) it shall
     3  order such conversion to be accomplished within two years of
     4  such order.
     5  Section 3.  Tax exemption.
     6     The conversion and any materials used in same shall be exempt
     7  from all State taxes.
     8  Section 4.  Effective date.
     9     This act shall take effect immediately.
