                                     AN ACT

     1  Amending the act of July 28, 1953 (P.L.723, No.230), entitled,
     2     as amended, "An act relating to counties of the second class
     3     and second class A; amending, revising, consolidating and
     4     changing the laws relating thereto," further providing for
     5     county public defenders to organize a State association and
     6     for the payment of expenses thereof.

     7     The General Assembly of the Commonwealth of Pennsylvania
     8  hereby enacts as follows:
     9     Section 1.  Section 432, act of July 28, 1953 (P.L.723,
    10  No.230), known as the "Second Class County Code," clause (1)
    11  amended November 23, 1976 (No.238), is amended to read:
    12     Section 432.  State Associations Authorized.--County officers
    13  of the county may join with county officers of other counties of
    14  the Commonwealth and organize a State association, as follows:
    15     (1)  The county commissioners, together with the county
    16  solicitor and the chief clerk to the county commissioners and
    17  certain officers who are counterpart personnel in counties
    18  having a Home Rule Charter or optional form of government;
    19     (2)  The county controllers;
    20     (3)  The sheriffs;


     1     (4)  The district attorneys;
     2     (5)  The probation officers;
     3     (6)  The registers of wills;
     4     (7)  The prothonotaries and clerks of courts of quarter
     5  sessions;
     6     (8)  The county treasurers;
     7     (9)  The records of deeds;
     8     (10)  The directors of veterans' affairs;
     9     (11)  Public defenders.
    10     Section 2.  Section 434 and subsection (b) of section 436 of
    11  the act, amended June 30, 1969 (P.L.101, No.38), are amended to
    12  read:
    13     Section 434.  Deputies and Solicitors May Attend Annual
    14  Meetings.--The deputy controller, the deputy sheriff, the deputy
    15  register of wills, the deputy treasurer, the deputy
    16  prothonotary, the deputy clerk of courts, the deputy recorder of
    17  deeds, the deputy clerk of orphans' court, the first assistant
    18  district attorney, the assistant public defenders, and the chief
    19  deputy coroner, with the approval of his principal and the
    20  solicitor for each office may attend the annual meetings of his
    21  respective associations, either together with the controller,
    22  sheriff, register of wills, prothonotary, clerk of courts,
    23  recorder of deeds, district attorney, public defender, coroner
    24  or treasurer, as the case may be, or in his place.
    25     Section 436.  Other Meeting Expenses Paid by County.--* * *
    26     (b)  In the case of the county controllers, the sheriffs, the
    27  register of wills, the county commissioners, county solicitor
    28  and chief clerk, the prothonotaries and clerks of courts of
    29  [quarter sessions] common pleas, the county treasurers, the
    30  recorders of deeds, the public defenders and the directors of

     1  veterans' affairs, the portion of the annual expenses charged to
     2  each county shall not exceed one hundred dollars ($100); and in
     3  the case of the probation officers, an annual membership
     4  subscription not exceeding six dollars and twenty-five cents
     5  ($6.25) per member shall be paid by the county, and shall be in
     6  lieu of the expenses hereinbefore in this section provided for
     7  other county officers.
     8     Section 3.  This act shall take effect immediately.
