AN ACT
1 Amending the act of April 29, 1959 (P.L.58, No.32), entitled "An
2 act consolidating and revising the Vehicle Code, the Tractor
3 Code, the Motor Vehicle Financial Responsibility Act and
4 other acts relating to the ownership, possession and use of
5 vehicles and tractors," further providing for certain fees.
6 The General Assembly of the Commonwealth of Pennsylvania
7 hereby enacts as follows:
8 Section 1. Clause (1) of subsection (b) of section 729, act
9 of April 29, 1959 (P.L.58, No.32), known as "The Vehicle Code,"
10 amended December 16, 1975 (No.149), is amended to read:
11 Section 729. Exemptions from Fees.--

13 (b) No registration fee shall be charged for vehicles owned
14 by any of the following but the department shall charge a fee of
15 ten dollars ($10.00) to cover the costs of processing for
16 issuing or renewing the registration:
17 (1) Any person who is retired and receiving social security
18 or other pension and whose total income does not exceed seven
19 thousand five hundred dollars ($7,500.00) per year. For the
1 purpose of determining income under this clause, moneys received
2 from veterans pensions and other veterans benefits shall not be
3 included. Said person shall be the principal operator of the
4 vehicle but may from time to time authorize another person to
5 operate the vehicle in his or her stead. Only one (1) vehicle,
6 weighing not more than nine thousand (9,000) pounds, may be
7 registered to any person under this paragraph.

9 Section 2. This act shall take effect immediately and apply
10 to registration years commencing April 1, 1977 and thereafter.
