                                     AN ACT

     1  Authorizing counties of the second class A to establish and
     2     maintain county fire schools for training firemen.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  Discretionary Authority.--The board of county
     6  commissioners of counties of the second class A may establish or
     7  may join other counties in establishing and may appropriate
     8  funds for a training school for firemen for practical training
     9  in the control and extinguishment of fires.
    10     Section 2.  Advisory Board.--The board of county
    11  commissioners shall appoint an advisory board composed of seven
    12  members of the fire service of the county.
    13     Section 3.  Powers and Duties.--The advisory board, with the
    14  approval of the board of commissioners, shall have the power and
    15  their duty shall be:
    16         (1)  To appoint an administrator, director of fire
    17     training and such other employees as may be necessary to
    18     maintain and operate the school.

     1         (2)  To fix the salaries of the employees of the school.
     2         (3)  To make rules and regulations for the government and
     3     management of the school and the admission of firemen.
     4         (4)  To prescribe the courses of study and the practical
     5     training in connection therewith.
     6         (5)  To accept on behalf of the county donations of land,
     7     equipment, or funds for the use of said school.
     8     Section 4.  Persons Admitted.--All firemen who are regularly
     9  employed by any political subdivision located in the county and
    10  all regularly enrolled members of volunteer fire companies
    11  located in the county shall be eligible for admission to the
    12  school and shall be chosen by the governing authority of each of
    13  said political subdivisions with the advice of the concerned
    14  volunteer fire companies.
    15     Section 5.  Application for Admission.--Application for
    16  admission shall be made to the county through the advisory board
    17  by the political subdivisions located in the county. Admissions
    18  shall be regulated by the advisory board with the approval of
    19  the county.
    20     Section 6.  Cost of Operation.--The cost of the construction
    21  of a fire school shall be borne equally by the county and the
    22  Department of Community Affairs. The county shall maintain,
    23  administer and operate the fire school.
    24     Section 7.  Effective Date.--This act shall take effect
    25  October 1, 1976.
