AN ACT
1 Amending the act of June 23, 1931 (P.L.932, No.317), entitled
2 "An act relating to cities of the third class; and amending,
3 revising, and consolidating the law relating thereto,"
4 further regulating the valuation or assessment of real estate
5 subject to sewer abatement CONNECTION BAN orders. <--
6 The General Assembly of the Commonwealth of Pennsylvania
7 hereby enacts as follows:
8 Section 1. The act of June 23, 1931 (P.L.932, No.317), known
9 as "The Third Class City Code," reenacted and amended June 28,
10 1951 (P.L.662, No.164), is amended by adding a section to read:
11 Section 2504.2. Temporary Assessment Change for Real Estate
12 Subject to a Sewer Abatement CONNECTION BAN Order.--When a <--
13 department or agency of the Commonwealth or a municipality has
14 ordered the abatement of real estate development A SEWER <--
15 CONNECTION BAN because of a lack of adequate treatment
16 facilities, the real estate affected by the order shall be
1 reassessed for the duration of the abatement order ORDER OR FOR <--
2 TWO YEARS, WHICHEVER IS THE SHORTER PERIOD OF TIME. The
3 reassessment shall be based on the value of the best use of the
4 land during the period of abatement THE REASSESSMENT. <--
5 SECTION 2. THIS ACT SHALL APPLY TO SEWER CONNECTION BANS IN <--
6 EFFECT ON AND AFTER THE EFFECTIVE DATE OF THIS ACT. THE TWO-YEAR
7 PERIOD OF REASSESSMENT SHALL BEGIN ON THE EFFECTIVE DATE OF THIS
8 ACT FOR SEWER CONNECTION BANS IMPOSED ON OR BEFORE THE EFFECTIVE
9 DATE OF THIS ACT.
10 Section 2 3. This act shall take effect immediately. <--
