We, the undersigned, Committee of Conference on the part of the House of Representatives and Senate for the purpose of considering House Bill No. 1333, entitled: "An act amending the act of June 30, 1975 (No.8-A), entitled 'An act to provide for the expenses of the Executive, Legislative and Judicial Departments of the Commonwealth, the public debt and for the public schools for the fiscal period July 1, 1975 to June 30, 1976, and for the payment of bills incurred and remaining unpaid at the close of the fiscal period ending June 30, 1975,' providing that the appropriation to the Department of Community Affairs for housing and redevelopment assistance and the appropriation to the Legislative Department shall be continuing appropriations; * * *; and transferring, reinstating and reenacting an appropriation to the Department of Health from the Department of Public Welfare for grants to county departments of health." respectfully submit the following bill as our report: STEPHEN R. AN ACT 1 Amending the act of June 30, 1975 (No.8-A), entitled "An act to 2 provide for the expenses of the Executive, Legislative and 3 Judicial Departments of the Commonwealth, the public debt and 4 for the public schools for the fiscal period July 1, 1975 to 5 June 30, 1976, and for the payment of bills incurred and 6 remaining unpaid at the close of the fiscal period ending 7 June 30, 1975," providing that the appropriation to the 8 Department of Community Affairs for housing and redevelopment 9 assistance and the appropriation to the Legislative 10 Department shall be continuing appropriations; changing or 11 amending certain appropriations to the Governor, the 12 Pennsylvania Council on the Arts, the Auditor General, the 13 Treasury Department, the Department of Agriculture, the 14 Department of Banking, the Department of Commerce, the 15 Department of Education, the Department of Environmental 16 Resources, the Department of Health, the Pennsylvania 17 Historical and Museum Commission, the Department of 18 Insurance, the Department of Justice, the Department of Labor 19 and Industry, the Department of Military Affairs, the 20 Pennsylvania Board of Probation and Parole, the Department of 21 Property and Supplies, the Department of Public Welfare, the 22 Department of Revenue, the Department of State, the 23 Pennsylvania State Police, the State Tax Equalization Board, 24 the Department of Transportation, the Pennsylvania Public 25 Television Network Commission, to the Senate and the House of 26 Representatives for expenses of the Members, for the 27 Appropriation Committees, for the Majority and Minority 28 Leadership Accounts, and for the Majority and Minority 29 Legislative Management Accounts, to the Chief Clerk of the 30 House of Representatives and the Secretary of the Senate 31 jointly for flags, and to the Judicial Department, clarifying 32 appropriations to the General Assembly and to the Department 33 of Public Welfare as to contracts for services for the aging; 34 adding appropriations to the Governor for the National 35 Governor's Conference, to the Department of Commerce for the 36 community facilities program and for grants to municipalities 37 for bicentennial costs, to the Department of Community 38 Affairs for housing and redevelopment assistance, to the 39 Department of Education for replacement of a school building 40 destroyed by mine subsidence, to the Department of 41 Environmental Resources for Deep Mine Safety Inspectors, for 42 payment to the Solid Waste Resource Recovery Fund, and for 43 Presque Isle State Park, to the Department of Health for 44 Cooley's Anemia, to the Department of Public Welfare for the 45 Delaware County Center for the blind and for payments to 46 second class counties for county homes, to the Senate and the 47 House of Representatives for a Bicentennial Legislative 48 Session and a Commonwealth Emergency Medical System; 49 reinstating and reenacting appropriations to the Department 50 of Public Welfare for child welfare programs and the food 51 stamp program, and to the Judicial Department for county 52 reimbursement for court costs; and transferring, reinstating 53 and reenacting an appropriation to the Department of Health 54 from the Department of Public Welfare for grants to county 55 departments of health. 56 The General Assembly of the Commonwealth of Pennsylvania

Section 2, act of June 30, 1975 (No.8-A), known 3 as the "General Appropriation Act of 1975," is amended by 4 changing or amending certain appropriations to the Governor, the 5 Pennsylvania Council on the Arts, the Auditor General, the 6 Treasury Department, the Department of Agriculture, the 7 Department of Banking, the Department of Commerce, the 8 Department of Education, the Department of Environmental 9 Resources, the Department of Health, the Pennsylvania Historical 10 and Museum Commission, the Department of Insurance, the 11 Department of Justice, the Department of Labor and Industry, the 12 Department of Military Affairs, the Pennsylvania Board of 13 Probation and Parole, the Department of Property and Supplies, 14 the Department of Public Welfare, the Department of Revenue, the 15 Department of State, the Pennsylvania State Police, the State 16 Tax Equalization Board, the Department of Transportation, the 17 Pennsylvania Public Television Network Commission, the Senate 18 and the House of Representatives for the expenses of the 19 members, the Appropriations Committees, the Majority and 20 Minority Leadership Accounts, and the Majority and Minority 21 Legislative Management Accounts, to the Chief Clerk of the House 22 of Representatives and the Secretary of the Senate jointly for 23 flags, and to the Judicial Department; and by adding 24 appropriations to the Governor for the National Governor's 25 Conference, to the Department of Commerce for the community 26 facilities program and for grants to municipalities for 27 Bicentennial costs, to the Department of Community Affairs for 28 housing and redevelopment assistance, to the Department of 29 Education for a school building destroyed by mine subsidence, to 30 the Department of Environmental Resources for deep mine safety 19750H1333B2567 - 2 -
1 inspectors, for the Solid Waste Resource Recovery Fund and for 2 repairs at Presque Isle State Park, to the Department of Health 3 for Cooley's Anemia, to the Department of Public Welfare for 4 Delaware County Center for the Blind, and for payments to second 5 class counties for county homes, to the Senate and to the House 6 of Representatives for a Bicentennial Legislative Session and a 7 Commonwealth Emergency Medical system; by reinstating and 8 reenacting appropriations to the Department of Public Welfare 9 for child welfare programs and the food stamp program, and to 10 the Judicial Department for county reimbursement for court 11 costs; and by transferring, reinstating and reenacting an 12 appropriation to the Department of Health from the Department of 13 Public Welfare for grants to county departments of health to 14 read: 15 Section 2. The 5 committee shall have the authority to examine and 6 inspect all properties, equipment, facilities, 7 files, records and accounts of any State office, 8 department, institution, board, committee, commis- 9 sion or agency or any institution or agency 10 supported, in whole or in part, by appropriation 11 from the State Treasury and to administer oaths. 12 The committee may issue subpoenas under the hand 13 and seal of the chairman to compel the attendance 14 of witnesses and the production of any papers, 15 books, accounts, documents and testimony touching 16 matters properly being inquired into by the commit- 17 tee and to cause the deposition of witnesses either 18 residing within or without the State to be taken 19 in the manner prescribed by laws for taking deposi- 20 tions in civil actions. The sum appropriated shall be 21 paid on warrant of the State Treasurer in favor of 22 the chairman of said committee on the presentation 23 of his requisition for the same.
