                                     AN ACT

     1  Amending the act of July 18, 1968 (P.L.405, No.183), entitled
     2     "An act providing compensation to certain persons who served
     3     in the military, naval or air forces of the United States or
     4     of any of her allies during the Vietnam Conflict; providing
     5     the method of making payment to representatives of persons
     6     who, because of death or incapacity, cannot personally
     7     receive compensation; imposing certain duties on the Adjutant
     8     General; making an appropriation and providing penalties,"
     9     further providing for and extending the deadline for
    10     consideration of certain applications.

    11     The General Assembly of the Commonwealth of Pennsylvania
    12  hereby enacts as follows:
    13     Section 1.  Section 4, act of July 18, 1968 (P.L.405,
    14  No.183), known as the "Vietnam Conflict Veterans' Compensation
    15  Act," is amended to read:
    16     Section 4.  Application for Compensation.--Applications for
    17  compensation shall be made to the Adjutant General on forms and
    18  in the manner as he shall prescribe.
    19     All applications shall be made (1) personally by the veteran,
    20  or (2) in case of death or mental incompetency preventing the
    21  making of a personal application, then by such representative of
    22  the veteran as the Adjutant General shall by regulation

     1  prescribe. An application made by a representative other than
     2  one authorized by such regulation shall be void.
     3     The Adjutant General shall not accept or consider any
     4  application filed or mailed after two years beyond the date
     5  which Congress establishes as the end of the period of service
     6  for which a person shall be eligible to receive the Vietnam
     7  Service Medal: Provided, however, That, if the Adjutant General
     8  determines that the applicant had a valid reason for failure to
     9  submit the required application within the time prescribed by
    10  this act, the Adjutant General shall accept such applications if
    11  submitted by January 1, 1976 or sixty days after the effective
    12  date of this amendatory act, whichever occurs later.
    13     Section 2.  This act shall take effect immediately.
