                                  A SUPPLEMENT

     1  To the act of December 5, 1936, 2nd Sp.Sess., (1937 P.L.2897,
     2     No.1), entitled "An act establishing a system of unemployment
     3     compensation to be administered by the Department of Labor
     4     and Industry and its existing and newly created agencies with
     5     personnel (with certain exceptions) selected on a civil
     6     service basis; requiring employers to keep records and make
     7     reports, and certain employers to pay contributions based on
     8     payrolls to provide moneys for the payment of compensation to
     9     certain unemployed persons; providing procedure and
    10     administrative details for the determination, payment and
    11     collection of such contributions and the payment of such
    12     compensation; providing for cooperation with the Federal
    13     Government and its agencies; creating certain special funds
    14     in the custody of the State Treasurer; and prescribing
    15     penalties," providing emergency provisions to increase
    16     benefits and extend time and persons covered; providing
    17     medical benefits; establishing new offices and providing a
    18     moratorium on evictions and repossessions.

    19     The General Assembly of the Commonwealth of Pennsylvania
    20  hereby enacts as follows:
    21     Section 1.  Whenever the unemployment rate in this
    22  Commonwealth shall exceed seven per centum, the following
    23  emergency provisions shall take effect automatically until such
    24  time that the unemployment rate shall again be below seven per
    25  centum.


     1     Section 2.  The rate of compensation benefits shall be
     2  increased to seventy-five per centum of the recipient's gross
     3  wages to a maximum of three hundred dollars ($300).
     4     Section 3.  Benefits shall be payable to all unemployed
     5  workers, including first-time job seekers, who have registered
     6  with the Bureau of Employment Security for the duration of the
     7  period of the layoff without limitation except as otherwise
     8  provided in this act.
     9     Section 4.  The Bureau of Employment Security is hereby
    10  authorized and empowered and its duty shall be to provide
    11  medical benefits coverage for the unemployed, not otherwise
    12  covered, during their period of unemployment in any approved
    13  medical benefit plan such as, but not limited to, Blue Cross and
    14  Blue Shield or Medicaid.
    15     Section 5.  The Bureau of Employment Security is hereby
    16  authorized and shall establish ten new offices regionally
    17  located within the City of Philadelphia where it shall hire the
    18  unemployed to process claims.
    19     Section 6.  During the period of time that this emergency act
    20  shall be in effect, there is hereby declared a moratorium on all
    21  evictions and repossessions.
    22     Section 7.  This act shall take effect immediately.
