                               A JOINT RESOLUTION

     1  Proposing an amendment to the Constitution of the Commonwealth
     2     of Pennsylvania reducing the number of Senators and
     3     Representatives in the General Assembly and providing for
     4     their election, term in office, and salary.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby resolves as follows:
     7     Section 1.  The following amendment to the Constitution of
     8  the Commonwealth of Pennsylvania is proposed in accordance with
     9  the eleventh article thereof:
    10     That sections three, eight and sixteen, of article two of the
    11  Constitution of Pennsylvania be amended to read:
    12     Section 3.  Terms of Members.--Senators shall be elected for
    13  a term of [four] six years and Representatives for a term of
    14  [two] four years.
    15     Section 8.  Compensation.--The members of the General
    16  Assembly shall receive such salary, not exceeding $25,000
    17  annually, expenses and mileage for regular and special sessions
    18  as shall be fixed by law, and no other compensation whatever,
    19  whether for service upon committee or otherwise. No member of


     1  either House shall during the term for which he may have been
     2  elected, receive any increase of salary [or mileage], under any
     3  law passed during such term.
     4     Section 16.  Legislative Districts.--The Commonwealth shall
     5  be divided into [fifty] forty senatorial and [two hundred three]
     6  one hundred twenty-one representative districts, which shall be
     7  composed of compact and contiguous territory as nearly equal in
     8  population as practicable. Each senatorial district shall elect
     9  one Senator and each representative district one Representative.
    10  Unless absolutely necessary no county, city, incorporated town,
    11  borough, township or ward shall be divided in forming either a
    12  senatorial or representative district.
    13                              SCHEDULE
    14     The first elections after reapportionment of the Commonwealth
    15  under section seventeen to conform to the foregoing amendment
    16  shall be held in the year 1982.
