                                     AN ACT

     1  Amending the act of June 3, 1937 (P.L.1333, No.320), entitled
     2     "An act concerning elections, including general, municipal,
     3     special and primary elections, the nomination of candidates,
     4     primary and election expenses and election contests; creating
     5     and defining membership of county boards of elections;
     6     imposing duties upon the Secretary of the Commonwealth,
     7     courts, county boards of elections, county commissioners;
     8     imposing penalties for violation of the act, and codifying,
     9     revising and consolidating the laws relating thereto; and
    10     repealing certain acts and parts of acts relating to
    11     elections," further providing for application for absentee
    12     voting.

    13     The General Assembly of the Commonwealth of Pennsylvania
    14  hereby enacts as follows:
    15     Section 1.  Subsection (a) of section 1302, act of June 3,
    16  1937 (P.L.1333, No.320), known as the "Pennsylvania Election
    17  Code," amended December 11, 1968 (P.L.1183, No.375), is amended
    18  to read:
    19     Section 1302.  Applications for Official Absentee Ballots.--
    20  (a) Any qualified elector defined in preceding section 1301,
    21  subsections (a) to (h), inclusive, may apply at any time before
    22  any primary or election for any official absentee ballot in
    23  person, on any form supplied by the Federal Government, or on

     1  any official county board of election form addressed to the
     2  Secretary of the Commonwealth of Pennsylvania or the county
     3  board of election of the county in which his voting residence is
     4  located. An application shall be issued only to an elector who
     5  appears in person at the office of the county board of election
     6  and signs for the application, or who, by mail, requests an
     7  application with a written and signed communication, or on
     8  application by the committee person of either party,
     9  countersigned by the committee person of the other party from
    10  the district wherein the voter resides. No more than one
    11  application for an absentee ballot shall be issued to any
    12  elector. A copy of the request for the application shall be kept
    13  on record at the office of the county board of election.
