           NOVEMBER 13, 1972

                                     AN ACT

     1  Amending the act of July 24, 1970 (P.L.620), entitled "An act
     2     providing for the adoption of minors and adults and for the
     3     termination of certain parent-child relationships; providing
     4     for jurisdiction of courts; providing for recording of
     5     foreign decrees of adoption; and containing provisions for
     6     procedures, decrees and records in all matters relating
     7     thereto," reducing certain age AND RESIDENCE requirements.     <--

     8     The General Assembly of the Commonwealth of Pennsylvania
     9  hereby enacts as follows:
    10     Section 1.  Section 413, act of July 24, 1970 (P.L.620),
    11  known as the "Adoption Act," is amended to read:
    12     Section 413.  When Consent Not Required; In General.--The
    13  court, in its discretion, may dispense with consents other than
    14  that of the adoptee to a petition for adoption when:
    15     (1)  The adoptee is over eighteen years of age [and has lived  <--
    16  with one or both of the adopting parents for at least three
    17  continuous years]; or                                             <--
    18     [(2)  The adoptee is twenty-one years of age or older; or
    19     (3)] (2)  The adoptee is under eighteen years of age and has
    20  no parent living whose consent is required.
