                                     AN ACT

     1  Amending the act of October 10, 1975 (P.L.383, No.110), entitled
     2     "An act relating to the practice of physical therapy," adding
     3     a definition of "mobilization/manual therapy."

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Section 2 of the act of October 10, 1975
     7  (P.L.383, No.110), known as the Physical Therapy Practice Act,
     8  added December 20, 1985 (P.L.500, No.117), is amended to read:
     9     Section 2.  Definitions.--The following definitions shall
    10  apply, when used in this act, unless otherwise expressed
    11  therein:
    12     "Athletic trainer" shall mean a person certified by the State
    13  Board of Physical Therapy as an athletic trainer after meeting
    14  the requirements of this act and rules and regulations
    15  promulgated pursuant thereto.
    16     "Athletic Trainer Advisory Committee" shall mean the
    17  committee created by section 10.1 of this act to advise the
    18  board.

     1     "Board" means the State Board of Physical Therapy.
     2     "Commissioner" shall mean the Commissioner of the Bureau of
     3  Professional and Occupational Affairs.
     4     "Healing arts" shall mean the science and skill of diagnosis
     5  and treatment in any manner whatsoever of disease or any ailment
     6  of the human body.
     7     "Physical therapist" shall mean a person who has met all the
     8  requirements of this act and is licensed to practice physical
     9  therapy in accordance with this act.
    10     "Physical therapist assistant" shall mean a person who has
    11  met all the requirements of this act and is registered as a
    12  physical therapist assistant in accordance with this act.
    13     "Physical therapy" means the evaluation and treatment of any
    14  person by the utilization of the effective properties of
    15  physical measures such as mechanical stimulation, heat, cold,
    16  light, air, water, electricity, sound, massage, mobilization and
    17  the use of therapeutic exercises and rehabilitative procedures
    18  including training in functional activities, with or without
    19  assistive devices, for the purpose of limiting or preventing
    20  disability and alleviating or correcting any physical or mental
    21  conditions, and the performance of tests and measurements as an
    22  aid in diagnosis or evaluation of function.
    23     "Mobilization/Manual therapy" shall mean a group of
    24  techniques comprising a continuum of skilled passive movements
    25  to the joints and/or related soft tissues throughout the normal
    26  physiological range of motion that are applied at varying speeds
    27  and amplitudes, without limitation.
    28     "Physician" means a person as defined in 1 Pa.C.S. § 1991
    29  (relating to definitions).
    30     Section 2.  This act shall take effect in 60 days.
