                                     AN ACT

     1  Amending Title 62 (Procurement) of the Pennsylvania Consolidated
     2     Statutes, further providing for procurement of motor
     3     vehicles.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Sections 3731(b)(5) and 3732 of Title 62 of the
     7  Pennsylvania Consolidated Statutes are amended to read:
     8  § 3731.  Short title of subchapter and general provisions.

    10     (b)  Legislative findings.--It is hereby determined by the
    11  General Assembly to reaffirm the legislative findings contained
    12  in the act of April 4, 1984 (P.L.193, No.40), known as the Motor
    13  Vehicle Procurement Act, and codified in this chapter:

    15         (5)  The production of motor vehicles and motor vehicle
    16     components [in Canada] involves the use of a substantial
    17     amount of resources from the United States, including labor
    18     and materials. The General Assembly declares it to be the

     1     policy of the Commonwealth of Pennsylvania that public
     2     officers and agencies should aid and promote the development
     3     of the motor vehicle industry of North America to stimulate
     4     and improve the economic well-being of this Commonwealth and
     5     its citizens.

     7  § 3732.  Definitions.
     8     The following words and phrases when used in this subchapter
     9  shall have the meanings given to them in this section unless the
    10  context clearly indicates otherwise:
    11     "Motor vehicle."  A vehicle which is self-propelled except
    12  one which is propelled solely by human or animal power. The term
    13  includes those vehicles designed primarily for use in
    14  construction or agriculture or road maintenance such as tractors
    15  and earth-moving equipment. The term does not include vehicles
    16  used primarily for grass cutting.
    17     "North America."  The United States [and Canada], Canada and
    18  Mexico. The United States includes all territory, continental or
    19  insular, subject to the jurisdiction of the United States.
    20     "Procure."  To acquire by purchase, lease or rent. The term
    21  does not include any rentals or leases where the term thereof is
    22  less than one month.
    23     Section 2.  This act shall take effect in 60 days.
